1. CITY OF OSHKOSH COVID RLF PROGRAM UPDATE: In March 2020, the City of
Oshkosh committed $1,000,000 of city RLF and TID funds to be loaned out to businesses
that had been negatively impacted by the COVID-19 pandemic. Greater Oshkosh
Economic Development Corporation also committed $50,000 of funds to support
businesses in Oshkosh during that difficult time as well. Of the $1,050,000 committed
from the City and Greater Oshkosh EDC, $215,000 of the funds were loaned out to 22
businesses and $66,700 have already been paid back with all loans current. The city
currently has $775,000 of the allocated funds in city accounts that the Finance Department
manages. City staff continues to collaborate with Greater Oshkosh EDC staff to encourage
businesses impacted by the pandemic to apply for the loan to keep their business growing
in Oshkosh.
The initial commitment was:
$250,000- TID 14 (Mercy Medical Redevelopment) allocated to TID 16 (100 Block)
– Committed but never disbursed to GOEDC
$250,000- TID 16 (100 Block) - $250,000 was issued to GOEDC
$250,000- TID 19 (NWIP) allocated to TID 16 (100 Block) - Committed but never
disbursed to GOEDC
$250,000- City RLF – COVID Loan funds allocated within existing RLF fund
$50,000 – GOEDC contribution
$1,050,000 total commitment
GOEDC loaned out:
$0- TID 14
$30,000- TID 16
$0- TID 19
$165,000- City RLF
$20,000 – GOEDC
$215,000 total
Loans Paid Back:
$66,700 (Some of this is GOEDC funds)
GOEDC has $96,700 in their account able to be loaned out ($66,700 paid back loans
+ $20,000 TID 16 funds + $10,000 City RLF COVID funds)
Remaining allocated funds:
$250,000 - TID 14
$220,000 - TID 16
$250,000 - TID 19
$85,000 - City RLF
$30,000 - GOEDC
Current:
TID 14- City still has the $250,000 allocation
TID 16- GOEDC returned $200,000 to the City. There are $30,000 of loans with
$20,000 of remaining allocation in the GOEDC COVID account.
TID 19- City still has the $250,000 allocation
City RLF- $250,000 allocated, GOEDC disbursed $165,000, returned $75,000 to the
City, and has $10,000 remaining allocation in the City account that GOEDC holds.
$775,000 of $1,000,000 city funds committed that are currently in city accounts
2. FIRE SAFETY AND CRIME PREVENTION: In honor of October being Fire
Safety/Prevention Month and Crime Prevention Month, the Oshkosh Police Department
partnered with the Oshkosh Fire Department and Lowe's Home Improvement to
celebrate a Fall Fire Safety and Crime Prevention event on Saturday, October 2, 2021. This
family-friendly event featured a fire truck and SWAT vehicle to tour, a kids Halloween
costume contest, free mini pumpkins, apple cider, popcorn, candy and several other
treats for families to enjoy. Thank you to all the families that stopped by and to everyone
who helped make this event so much fun!
3. OPD MENTAL HEALTH & WELLNESS 5K: The Oshkosh Police Department was
excited for our 2021 OPD Mental Health & Wellness 5K that was held on Saturday,
October 2, in Menominee Park! This family fun run/walk event was open to all ages as
both an in-person and virtual event where medals were awarded to the top 3 male and
female participants, as well as the top 3 youth participants 12 years old and younger for
the in-person race. Medals will also be awarded to the top 3 participants in our virtual
race. This year's 5K hosted 193 participants and officially closes on 10/16/21 for our virtual
runners.
All proceeds raised from the event help support our goal of offering officers, non-sworn
staff and law enforcement families of the Oshkosh Police Department education, training
and awareness in mental health and resiliency.
Thanks to all of our sponsors, volunteers, and participants who helped make this another
successful year for our Mental Health & Resiliency program! Also, a shootout to Officer
Ryne Scopp who has taken the top male spot for the 3rd straight year!!
4. RUN WITH THE COPS: Oshkosh Police Sergeant Chris Gorte, Officers Tony Flaig, Dani
Jo Burns, Ryne Scopp, Craig Johannes, Kate Mann, Community Service Officers Sam
Schuldes and Jacob MacDonald were among several local law enforcement agencies
participating in the Special Olympics Run With the Cops event on Thursday, October 7,
2021, in Oshkosh. Several citizens and families “got busted” supporting Special Olympics
in a unique one-of-a-kind 5K Glow Run/Walk, which even included a special run for kids
and the Kids and Cops Donut Hole Eating Contest. Officer Mann and members of the
2021 Citizen’s Academy helped cheer on contestants at the finish line. Officer Ryne Scopp
received extra cheers as he finished in first place in full duty uniform! Participants
enjoyed an event-filled night of activities during the 2021 Special Olympics Run With the
Cops!
5. OPD CONGRATULATIONS: On Wednesday, October 6, 2021, the Oshkosh Police
Department celebrated the retirement of Officer Duane Ott who proudly served the
Department and the Oshkosh community for over 29 years. During his tenure with the
department, Duane held the position of Police Officer and actively served as a Specialist,
Field Training Officer and Background Investigator. For his performance in the line of
duty, Officer Ott earned a Medal of Valor Award, Department Commendation Medal,
several Letters of Commendation, Supervisors Logs, citizen accolades, and most recently
received a Department Commendation, Officer of the 4th Quarter and Officer of the Year
for 2020. We want to sincerely thank him for his exceptional dedication and outstanding
service to the Oshkosh Police Department and to the City of Oshkosh. Congratulations
and Best Wishes for a healthy, happy retirement!
6. WELCOME TO THE TEAM: On Tuesday, October 12, 2021, during a Police and Fire
Commission meeting, the Oshkosh Police Department welcomed two new Police Officers,
Brayden Ewing and Courtney Scoles. Congratulations and welcome to the OPD Team!
Brayden Ewing is originally from Oshkosh, Wisconsin, and an Oshkosh West High
School graduate. He earned his Associate degree in Criminal Justice in May 2021
from Fox Valley Technical College. Brayden was hired as an Oshkosh Police
Department Cadet and was enrolled in the Fox Valley Technical College Recruit
Academy where he earned his Wisconsin Law Enforcement Certification on
October 8, 2021. Prior to joining the Oshkosh Police Department as a Police Cadet,
he served as a Community Service Officer at the University of Wisconsin-Oshkosh
Police Department.
Courtney Scoles is originally from Germantown, Wisconsin. She graduated in
January 2021 from the University of Wisconsin-Oshkosh with a Bachelor of Arts
degree in Psychology with a minor in Criminal Justice. Courtney was hired as an
Oshkosh Police Department Cadet and was enrolled in the Fox Valley Technical
College Recruit Academy where she earned her Wisconsin Law Enforcement
Certification on October 8, 2021. Prior to joining the Oshkosh Police Department
as a Police Cadet, she worked as a server in various restaurants and most recently
completed an internship with the Bureau of Alcohol, Tobacco, Firearms and
Explosives (ATF) in Milwaukee.
7. IT’S NOT TOO EARLY TO DREAM OF A WHITE CHRISTMAS: The “White
Christmas” Exhibition opens November 13 through January 23, 2022, in partnership with
the Rosemary Clooney House, Augusta, Kentucky. The Oshkosh Public Museum will be
the third U.S. city to host the 2,000 square foot exhibit. You will enjoy original White
Christmas film costumes created by legendary designer Edith Head, props, sheet music,
cast member's memorabilia, archival materials, replica backdrops, and more! In addition,
visitors will experience first-hand the musical genius of Irving Berlin and the making of
this beloved holiday film about two WWII veterans who team up with a singing sister
duo to save a faltering Vermont lodge owned by the veteran's former commanding officer.
Keep an eye open: As a part of this exhibition, we will partner with Eve Vanden Heuvel,
Miss Wisconsin Outstanding 2021, and the Auxiliary of the Disabled American Veterans.
(DAV) for Operation Waverly - a program to support veterans. More to come!

11. UPCOMING MEETINGS: Among the meetings I have scheduled for the week of
October 18 include the following: On Monday and Tuesday I will be participating along
with Council and Department Heads in the annual budget workshops. Wednesday thru
Friday I will be out of the office attending the Annual League of Wisconsin Municipalities
