PURPOSE: RESTRICT LEFT TURNS FROM NORTHBOUND JACKSON
STREET TO WESTBOUND NEVADA AVENUE AND REMOVE
THE LEFT TURN RESTRICTION FROM JACKSON STREET TO
NEW YORK AVENUE FROM 3 – 7 P.M.

RECOMMENDATION: TRAFFIC AND PARKING ADVISORY BOARD - APPROVED
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-1
PROHIBITED LEFT TURNS
WHEREAS, pursuant to Council direction, Jackson Street was reconfigured to
provide for a dedicated left turn lane making the current left turn prohibition at that
intersection no longer necessary; and
WHEREAS, due to the offset intersection of Jackson Street and Nevada Avenue the
road reconfiguration made left turns at this intersection no longer possible onto westbound
Nevada Avenue.
NOW, THEREFORE, the Common Council of the City of Oshkosh do ordain as
follows:
SECTION 1. That Section 27A-1 pertaining to Prohibited Left Turns is hereby
amended as follows:
27A-1 Prohibited Left Turns
Remove Therefrom: Jackson Street onto New York Avenue, from 3:00 p.m.
to 7:00 p.m. Monday through Friday.
Add Thereto: Jackson Street onto westbound Nevada Avenue

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted
ordinance #21-508 on October 12, 2021, RESTRICT LEFT TURNS FROM NORTHBOUND
JACKSON STREET TO WESTBOUND NEVADA AVENUE AND REMOVE THE LEFT
TURN RESTRICTION FROM JACKSON STREET TO NEW YORK AVENUE FROM 3 –
7 P.M. (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION
27A-1 PROHIBITED LEFT TURNS). The ordinance will prohibit left turns from
northbound Jackson Street to westbound Nevada Avenue and remove the current left turn
restriction from Jackson Street to New York Avenue.

RE: Update left turn restrictions on Jackson Street
BACKGROUND
As part of the recently implemented Jackson Street road diet, left turn restrictions need to be
updated. Part of the current approved layout was restricting left turns from northbound
Jackson Street to westbound Nevada Avenue. This turning movement is no longer possible
with the current road diet as the intersection of Jackson and Nevada is offset therefore; left
turns are only possible in one direction. Secondly, the road diet added dedicated left turn
lanes at the intersection of Jackson Street and New York Avenue and reduce a through lane in
each direction therefore; a left turn restriction is no longer needed at this intersection. The
Traffic and Parking Advisory Board recommends approval. (6-0)
ANALYSIS
These ordinances need to be updated to match current conditions.
FISCAL IMPACT
The fiscal impact of these ordinances is the cost of signage. The signage cost would come out
of the Sign Department operational budget.
RECOMMENDATION
I recommend that the Common Council approve these modifications to Section 27A-1 of the
Municipal Code pertaining to prohibited left turns.
