TID No. 41 Smith School Redevelopment
Meeting Minutes
September 17, 2021
11:00 a.m., Virtual Meeting
Present: Bob Poeschl, Oshkosh Area School District Board of Education; Mark Rohloff,
City of Oshkosh; Amy Van Straten, Fox Valley Technical College; Jon Doemel,
Winnebago County
Staff: Mark Lyons, Planning Services Manager
The meeting was called to order at 11:01 a.m. by Mr. Lyons.
Mr. Lyons asked for nominations for a Chair. Mr. Doemel nominated Mr. Poeschl and was
seconded by Ms. Van Straten. Motion carried 4-0.
Mr. Lyons discussed the organization and functions of the Joint Review Board (JRB) and
asked if there were further questions. There were none.
Chairperson Poeschl asked for nominations for the public member for TID 41. Mr. Doemel
nominated Burk Tower for the public member. Ms. Van Straten seconded the motion. Motion
carried 4-0.
Mr. Lyons provided a brief overview of TID 41 noting that it is a conservation and in need of
rehabilitation TID. Mr. Lyons provided a history of the parcel in the proposed TID boundary
noting the City’s involvement with an approved Planned Development. Mr. Lyons also
shared the plans for the 31 unit residential redevelopment.
Mr. Poeschl inquired about any future or current playground plans.
Mr. Lyons indicated that can be verified during Site Plan Review.
Mr. Poeschl asked about the number of parcels in the TID.
Mr. Lyons indicated that it is a single parcel.
Mr. Rohloff discussed the City’s current TID preference to only do single project TIDs.
Mr. Rohloff made a motion to adjourn at 11:17am and was second by Ms. Van Straten. Motion
carried 4-0.
