PURPOSE: RECOMMEND HISTORIC SIGNAGE FOR CHIEF OSHKOSH
MONUMENT IN MENOMINEE PARK
INITIATED BY: OSHKOSH LANDMARKS COMMISSION
WHEREAS, the Oshkosh Landmarks Commission has worked on an historic
signage project for the Chief Oshkosh Monument in Menominee Park since 2015; and
WHEREAS, the Oshkosh Landmarks Commission worked on an initial draft for
the signage project in collaboration with the Menominee Nation and City staff; and
WHEREAS, after 2 visits to the Menominee Reservation in Keshena, the project
began as a proposal for one plaque and later evolved to four plaques based on input from
the Menominee Nation to recognize the significance of the four cardinal directions which
is culturally significant to the Menominee Nation; and
WHEREAS, a group of representatives from the Landmarks Commission, the
Menominee Nation, and University of Wisconsin Oshkosh faculty met and reviewed
drafts of wording for the four plaques; and
WHEREAS, a fifth plaque was mentioned but was never formally reviewed and
approved by the Landmarks Commission; and
WHEREAS, on January 8, 2020, a draft for five plaques created by Dr. Pascale
Manning of UW-Oshkosh was reviewed by the Landmarks Commission without the final
consensus and recommendation of the entire group of representatives; and
WHEREAS, the Landmarks Commission believes the first four plaques were
appropriately developed and approved by the Menominee Nation; and
WHEREAS, the Landmarks Commission had intended to develop the fifth plaque
with the intent to rectify the inaccuracies depicted on the original 1911 plaque
NOW, THEREFORE, BE IT RESOLVED by the Landmarks Commission of the City of
Oshkosh that the Common Council authorize and direct staff to finalize and implement
the plaque project with the most recent draft language for the first four plaques created
by Dr. Manning and approved by the Tribal Council; the Oshkosh Landmarks
Commission will create language for a potential fifth plaque addressing the original 1911
plaque, and to carry out all actions necessary to implement the proposed plaque project.
