HomeMy WebLinkAbout32. 21-498SEPTEMBER 28, 2021 21-498 RESOLUTION (CARRIED__6-0___LOST______LAID OVER_______WITHDRAWN______) PURPOSE: CREATING PARAMETERS FOR USAGE OF AMERICAN RESCUE PLAN ACT (ARPA) FUNDS INITIATED BY: COUNCIL MEMBER FORD WHEREAS, The City of Oshkosh is set to receive approximately $20 million in ARPA funds; and WHEREAS requests for ARPA funding are significantly higher than available funds; and WHEREAS the City of Oshkosh desires a fair and transparent process for distributing ARPA funds. NOW, THEREFORE BE IT RESOLVED by the Common Council for the City of Oshkosh that the City of Oshkosh adopt the following guiding philosophy when distributing funds:  The top priority for ARPA funds should be infrastructure projects already scored and included in the Oshkosh Capital Improvements Program (CIP); and  The next priority should be projects/programming suggested via the City’s public input process. BE IT FURTHER RESOLVED that the City of Oshkosh follow the following parameters when distributing ARPA funds:  No ARPA funds should be used to create new programs with ongoing expenses for the City;  Infrastructure investments should take into account ongoing maintenance expenses of said infrastructure;  Expenditures should be spread out evenly through 2024; and SEPTEMBER 28, 2021 20-498 RESOLUTION CONT’D  Funds spent on non-City programming or direct assistance should be about 25 percent of all ARPA expenditures, while City infrastructure projects should account for about 75 percent of all ARPA expenditures. The split is tied to the estimated interest cost savings from funding CIP projects with cash rather than bonding. BE IT FURTHER RESOLVED that the City of Oshkosh gives special consideration to the following when distributing ARPA funds:  Consideration should be given to projects located in areas of the City most impacted by Covid-19 disruptions;  Consideration should be given to minimizing conflicting or overlapping projects; and  Consideration should be given to any equity concerns voiced by the City Diversity Equity and Inclusion Committee.
