1. OSHKOSH MEDIA CHANNELS RESTORED: Oshkosh Media’s Gov TV and Life TV
are back on the air on Spectrum Cable after an outage that lasted several weeks. Oshkosh
Media staff communicated with Charter techs, who identified a temporary solution
locally that will keep Gov TV and Life TV up and running while the process to install a
permanent solution is completed. At the end of August, an encoder that was installed by
Charter went down, causing both channels to go black. Spectrum customers likely saw a
blue screen indicating “technical difficulties” but should now see both channels restored.

2. DISCOVER WISCONSIN / DISCOVER OSHKOSH: Oshkosh had the honor of being
part of an episode of Discover Wisconsin recently when they visited Winnebago, Fond
du Lac and Outagamie Counties. This episode will air locally on Channel 5 out of Green
Bay on Saturday, September 25, 2021 at 6:30p.m. Be sure to check it out or catch the replay

3. NEIGHBORHOOD ASSOCIATION TO HOST FIRST ANNUAL BLOCK PARTY: As
many may already be aware, the Midtown Neighborhood Association is scheduled to
host its first annual block party on Saturday, September 25. The event will include food,
music and games. Jefferson St., between New York Ave. and Baldwin St., will be closed
between 3:00 p.m. and 8:00 p.m. Residents in this area have been notified and were
supportive of the event, one did express concerns about access to their driveway. This
has been addressed and the block party organizer will make arrangements to have this
individual communicate any needs to them and will have someone assigned to move the
barricades as needed. Reminder flyers with additional information have been made and
will be distributed to neighbors.
Due to an oversight in the processing of the Block Party Request, City staff were unable
to process the application for the meeting held on September 14. Staff has reviewed the
application and has made the decision to allow for the closure of Jefferson St. for the block
party as there were no additional concerns identified. For more information or if you

4. “FALL” IN LOVE WITH OSHKOSH PARKS: Fall is in the air and we continue to make
great strides in improving our parks and facilities for people to enjoy. If you are out
looking to see the colors beginning to change in the trees be sure to stop by South Park to
view the completed Tennis and Pickle Ball Court project and new locations for incoming
memorial benches. Nets have been installed, and players can get on the court. We still
have some restoration to complete around the perimeter, but this should not hinder
access for use. Hiker’s Monument project which included a new flagpole, historic sign,
trail restoration to the monument and wood lot cleaning is complete and welcomes
people to view history as they visit the Paine Art Center and Museum. Rainbow Park
has a new trail under construction from Punhoqua to Oshkosh Ave which will link to the
Heritage Trail through Lakeshore Park. This trail continues linking our bike and
pedestrian system for people to enjoy the surroundings of our community. As we
continue into the fall season, we will continue to make enhancements while maintaining
our sites and facilities for daily use. Should you have any questions regarding these

5. ZOOLOWEEN IS BACK! : Join us for Zooloween BOO! Which will be held on both
Saturday and Sunday October 16th and 17th, 2021 in the Menominee Park Zoo from
11am-3pm. Children will be able to enjoy trick or treating from booth to booth, partake
in a costume contest, enjoy various entertainers and spend some time in the Menominee
Park Zoo. Admission will be $3 for a child age 2-17, $5 for an adult and children 1 and
under are free.
If you would like to volunteer for Zooloween Boo please reach out to Kathy Snell at
ksnell@ci.oshkosh.wi.us to sign up for a shift. If you would like to donate candy for the
event you can drop it off at the Oshkosh Parks Department with Stacy James at 805 Witzel
Ave any time after Oct. 1st, 2021. Any help is truly appreciated! If you have any questions

6. NEW TREES COMING TO A LOCATION NEAR YOU: Fall is a great time to plant
trees. The Landscape Operations Division is currently working on the installation of trees
at several park properties that were purchased through the Memorial Tree program.
Stump grinding and landscape restoration work is also underway throughout the
community in preparation for spring tree replacement. If you have any questions
regarding the Memorial Tree program or would like to request a terrace tree, please
contact Bill Sturm, Landscape Operations Manager, at (920) 236-5080.
7. “ANY FIN” IS POSSIBLE: Especially with the help of community volunteers and cross-
division cooperation. The 4th annual fishing and boating event for the special education
students from Oshkosh West High School was a huge success. The event gives these
amazing students the opportunity to celebrate their abilities. It can’t be done without
help. It starts with the energetic and committed teachers that care deeply for their
students and want them to have memorable experiences. Caring global studies students
are paired with students in need of some extra help. The Oshkosh Seniors Center hosts
the event and the police department volunteers helped with fishing. Over a dozen fish
were caught, perch, blue gills, and sheepshead. For a few students it was their very first
fishing experience and their excitement showed. The Oshkosh Boat Club brought three
pontoon boats and deck hands to help accommodate the needs of these happy boaters!
It was a gorgeous day and many of the kids managed to get several boat rides on the Fox

12. UPCOMING MEETINGS: Among the meetings I have scheduled for the week of
September 27 include the following: At 7:30 AM on Monday, Mayor Palmeri and I will
meet to discuss Tuesday’s agenda. At 3:00 PM I will be participating in a virtual meeting
with Aurora Hospital /Business Advisory Council. On Tuesday at 9:00 AM I will be doing
the Welcome Greeting at the League of Wisconsin Municipalities Assessors Institute
being held at the Convention Center. At 2:00 PM I will be attending the kick off meeting
with OFD and Short Elliott Hendrickson, Inc. to discuss the OFD station facility study.
On Thursday at 8:00 AM I will be meeting with staff to discuss City Hall security
recommendations. At 2:00 PM I will be conducting the third-quarter virtual employee
meeting. On Friday at 2:30 PM I will be attending a meeting at the Oshkosh Area United
