STORM SEWER LATERALS CONSTRUCTION BEGINS: Construction of the 2021 storm sewer laterals project will begin soon. The general contractor for Contract 21-20 Storm Sewer Laterals / Various Locations is Advance Construction Inc. (Advance). Advance plans to begin construction the week of September 13th. The work under this Contract consists of the public construction of storm sewer and laterals, along with concrete and asphalt street patching at approximately forty-one (41) locations throughout the City. Traffic will be maintained on all streets, including local access to properties. You will receive an e- mail stating your subscription request has been received. You must reply to that message within five (5) days to complete the subscription. If you have any questions, please contact Construction Management Supervisor, Mike Blank. 2. AQUAHAWK UPDATE: Aquahawk went live on June 1, 2021. Over the first 3 months, 971 accounts have been registered. This is about 3.9% of total city accounts. Since the middle of August, the number of new accounts being registered has leveled. We plan on sending out more Aquahawk informational sheets as bill inserts in the coming months. We continue to monitor very high water usage for our customers and will send out Water Distribution servicemen to investigate, if appropriate. 3. RECOVER FEST RETURNS: Each year the Solutions Recovery LLC has organized an event to raise awareness of substance use disorders and memorialize and honor those in recovery. Due to COVID-19 in 2020 the event, like many, was cancelled. As the staff planned to bring back this longstanding event, it was determined to downsize and not include a 5K and 10K run/walk. However, as the event date approached, the numbers of participants signing up for the event was looking dismal. This led the staff to reevaluate the run/walk portion of the event. They decided to bring back a walk activity. As there has been some staff turnover at the Solutions Recovery LLC since the 2019 event, the new staff were unaware of the details of the Special Events ordinance. As the focus was to keep participants on sidewalks, some of the starting location logistics were overlooked. After discussing the event in greater details with City event staff, it was determined the best course of action for the starting location would be to close Evans St. between Cleveland Ave. and Parkway Ave. to allow for the gathering of individuals in the street to start the walk. Once participants begin their walk and turn onto Parkway, they will utilize sidewalks as they make their way to the Menominee Park trails. Oshkosh Police Department will provide staffing along the route to assist with crossing busier intersections. Once all participants have started the walk, Evans St. will be reopened and participants will utilize sidewalks on the return route. We are anticipating the road to be closed between 8 a.m. and 9:30 a.m. The staff at Solutions Recovery LLC will notify residents along Evans St. of the event and street closure. Due to the circumstances of the request for street closure and the timing of the event in relation to the next Common Council meeting, the City staff has made the decision to allow for the closure of Evans St. as needed. Moving forward the Solutions Recovery LLC will submit an application a minimum of 60 days prior to a planned event. INSPECTION SERVICES DIVISION AUGUST REPORT: The city’s Inspection Services Division experienced a 55% increase in the total value of permits issued in August compared with the same period a year ago. Values climbed significantly with permits issued this year August for The Wit Apartments development which will include 96 luxury apartment units at a construction value of $5.8 million. The city’s Inspections Services staff made 601 total inspections throughout the month of August with an average inspection completion of 1.19 business days. Through the first eight months of 2021, the inspections department recorded total permit values of nearly $107 million generating permit fees of $695,675. This represents an increase from permit values of $91 million recorded during the first eight months of 2020 and collected permit fees of $598,234 during that same period. UPCOMING MEETINGS: Among the meetings I have scheduled for the week of September 13 include the following: At 8:30 AM on Monday, Mayor Palmeri and I will meet to discuss Tuesday’s agenda. At 9:30 AM I will be attending the League of Wisconsin Municipalities Insurance Board meeting in Green Bay. On Tuesday at 7:30 AM I will be attending the Community Sounding Board meeting. At 11:00 AM I will be attending a virtual WCMA meeting. On Thursday at 9:00 AM I will be meeting with staff regarding an upcoming quarterly employee meeting. At 4:00 PM I will be attending the Leadership Oshkosh annual retreat. On Friday at 11:00 AM I will be attending the Joint Review Board meeting for TID 41. Also, scheduled throughout the week I will continue to meet with department heads to discuss their 2022 operating budgets. These meetings will continue through September 24. I am not anticipating a newsletter next week due to Diane’s attendance at the Leadership Oshkosh retreat. If there is any pertinent information for Council we will forward or email separately.
