RE: Cooperative Purchase of Axon Redaction Assistant Feature for Axon Body Worn
Cameras for 2021-2025 for the Police Department ($44,118)
BACKGROUND
In 2021 the Council approved a five-year contract renewal of Axon body worn cameras for the
Police Department. The Police Department is seeking to add the Redaction Assistant feature to
the existing Axon contract. The department’s Records Division will utilize this tool to complete
necessary redactions of camera video for open records requests. For open records requests of
body-worn camera footage the Police Department’s Records Clerks must review each video,
frame by frame, to redact all protected information or images as defined by statutes. This is a
manual process and very time consuming. The Redaction Assistant Tool is a feature that Axon
offers that automatically identifies common objects, images or information in a video that may
need to be redacted. Records Clerks will review the identified objects, images or information to
ensure the redaction is necessary and correct before releasing the record. The Redaction
Assistant feature will provide efficiency and allow the Records Division to complete open
records requests in a timely manner.
ANALYSIS
Purchasing has confirmed this purchase is pursuant to the cooperative purchase exception of
our purchasing ordinance using the Sourcewell cooperative contract 010720-AXN with Axon
Enterprise Inc., 17800 North 85th Street, Scottsdale, AZ, 85255.
FISCAL IMPACT
The first year (2021) cost for the Redaction Assistant feature will be $3,078 and has been charged
to A/N#: 1000211 6401 (Contractual Services). Costs for years 2-5 will be $10,260 per year for a
total five year fiscal impact of $44,118. Funding for the years 2-5 of the contract will be
dependent upon Common Council approval and charged to A/N# 1000211 6401. The Axon
contract provides cancellation for convenience and non–appropriation clauses if future funding
cannot be secured.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager,
cooperative purchases pursuant to a contract with any other local, state or federal governmental
unit or agency may be made without following a competitive bidding or quotation process. In
accordance with Section 12-15 of the Municipal Code, I am hereby submitting a report of this
purchase to the Common Council. If you have any questions on this purchase please contact
