HomeMy WebLinkAbout18. 21-484 SEPTEMBER 28, 2021 21-484 ORDINANCE FIRST READING (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: AMEND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS INITIATED BY: TRANSPORTATION DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS WHEREAS, during an update of the City’s GIS parking layer staff identified several sections of the parking ordinance that require updating to comply with ordinances adopted prohibiting parking within 50 feet of a bus stop as well as several sections that either conflict or can be made clearer. NOW, THEREFORE, the Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 pertaining to parking regulations on designated streets and alleys of the Oshkosh Municipal Code is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS Court Street Remove Therefrom: 4-hour parking, east side, from Ceape Avenue to 50 feet south of Otter Avenue Add Thereto: 4-hour parking, east side, from 50 feet north of Ceape Avenue to 50 feet south of Otter Avenue SEPTEMBER 28, 2021 21-484 ORDINANCE FIRST READING CONT’D Reorder to read as follows: COURT STREET No parking, both sides, from Ceape Avenue to Fox River. Please take notice that the City of Oshkosh enacted ordinance #21-XXX on October 12th, 2021, AMEND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS). The ordinance updates street parking designations to comply with ordinances adopted prohibiting parking within 50 feet of a bus stop and corrects sections that either conflict or are not clear in the current code due to overlapping or other references. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: September 24, 2022 RE: Amend Parking Regulations on designated streets and alleys including South Main Street BACKGROUND During an update of the City’s GIS parking layer staff identified several sections of the parking section of the municipal code that require updating to comply with ordinances adopted with recent reconstructions as well as several sections that either conflict or can be made more clear. The second ordinance updates on the parking regulations to match the recent re-striping of South Main Street. One of the goals of the re-striping was to add parking to the area. Additionally, the traffic and parking advisory board recommended restricting parking for 1 hour before and after arena events between 11th Avenue and South Park Avenue to avoid traffic conflicts during these peak times. This would be similar to parking restrictions near Titan Stadium. The Traffic and Parking Advisory Board recommends approval. (6-0) ANALYSIS These ordinances need to be updated to match current conditions. FISCAL IMPACT The fiscal impact of these ordinances is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION I recommend that the Common Council approve these modifications to Section 27A-11 of the Municipal Code pertaining to parking regulations on designated streets and alleys.
