HomeMy WebLinkAboutItem III PLAN COMMISSION STAFF REPORT SEPTEMBER 21, 2021 ITEM III: SPECIFIC IMPLEMENTATION PLAN AMENDMENT FOR CANOPY ADDITIONS AT 3855 S WASHBURN STREET GENERAL INFORMATION Owner/Petitioner: Camping World – Brent Moody Action(s) Requested: The petitioner requests an amendment to the Specific Implementation Plan approval for canopy additions at 3855 S Washburn St. Applicable Ordinance Provisions: Planned Development standards are found in Section 30-387 of the Zoning Ordinance. Background Information Property Location and Type: The subject parcel is zoned Suburban Mixed Use with a Planned Development Overlay (SMU- PD). The parcel is approximately 32.46 acres (1,414,119 sq. ft.) in area. Currently the parcel is a vacant lot and is located at the northwest corner of S. Washburn Street and W. Ripple Road. Interstate 41 runs north-south just to the east of S. Washburn Street and the subject site. The current Oshkosh city limit runs along the western edge of the subject parcel. The surrounding area consists of mixed commercial, institutional, and industrial uses. The 2040 Comprehensive Land Use Plan recommends Interstate Commercial use for the subject area. On May 11, 2021, the Common Council approved a General Development Plan (GDP) and Specific Implementation Plan (SIP) for a commercial development (Camping World). Washburn Street/Interstate 41 N/A West Town of Nekimi - Agricultural County Zoning – A-2 Comprehensive Plan Land Use Recommendation Land Use 2040 Land Use Recommendation Interstate Commercial Page 1 ITEM III- SIP Amendment – 3855 S Washburn St. 2 ANALYSIS Use The previously approved GDP/SIP for the site was for a commercial development (Camping World). No changes are being proposed to the approved use of the site. Site Design There are no changes to the being proposed to the site layout. The only change to the approved site plan is for addition of a canopy over the service bay doors on both the north and south sides of the building. Proposed site plan. The canopies will constructed of metal and attached to the building, covering a 120.6’ long X 40’ wide area over the service bay doors/pavement located toward the rear of the building. Staff does not have concerns with the placement of these canopy additions. Lighting A revised lighting plan has been provided accommodating the canopy additions. The changes to the lighting for the site are compliant with the City’s lighting ordinance as lighting levels for the parking lot meet the minimum 0.4 fc requirement and do not exceed the maximum of 0.5 fc at the property lines. Signage This request does not include changes to signage for the site. Landscaping No changes have been made to the approved landscape plan as the subject area does not result in the need for additional landscaping and landscaping had not previously been proposed for the subject area due to the overhead doors. Page 2 ITEM III- SIP Amendment – 3855 S Washburn St. 3 Storm Water Management No changes to the storm water management plan are being proposed. Building Facades The proposed canopies be constructed of metal wall panels which will match the approved exterior materials (metal wall panels) for the building. Staff does not have concerns with the canopy additions as the materials are consistent with the previously approved building design and will not negatively impact the appearance of the facades. FINDINGS/RECOMMENDATION/CONDITIONS In its review and recommendation to the Common Council on an application for a Planned Development district, staff recommends the Plan Commission make the following findings based on the criteria established by Chapter 30-387 (C)(6): (a) The proposed Planned Development project is consistent with the overall purpose and intent of this Chapter. (c) The proposed architecture and character of the proposed Planned Development project is compatible with adjacent/nearby development. (d) The proposed Planned Development project will positively contribute to and not detract from the physical appearance and functional arrangement of development in the area. Staff recommends approval of the Specific Implementation Plan amendment as proposed with the findings listed above and the following condition: Page 3 ITEM III- SIP Amendment – 3855 S Washburn St. 4 1. Except as specifically modified by this Specific Implementation Plan Amendment, the terms and conditions of the original Specific Implementation Plan dated May 11, 2021 remains in full force and effect. Page 6 3 Proposed grading plan. Specific landscaping plan for the subject site, specifying the location, species, and installation size of plantings. The landscaping plans shall include a table summarizing all proposed species. Architectural plans for any nonresidential buildings, multi-family structures, or building clusters, other than conventional single-family or two-family homes on individual lots, in sufficient detail to indicate the floor area, bulk, and visual character of such buildings. Engineering plans for all water and sewer systems, stormwater systems, roads, parking areas, and walkways. Signage plan for the project, including all project identification signs, concepts for public fixtures and signs, and group development signage themes that may or may not vary from City standards or common practices. Specific written description of the proposed SIP including: Specific project themes and images. Specific mix of dwelling unit types and/or land uses. Specific residential densities and nonresidential intensities as described by dwelling units per acre, and landscaping surface area ratio and/or other appropriate measures of density and intensity. Specific treatment of natural features, including parkland. Specific relationship to nearby properties and public streets. Statistical data on minimum lot sizes in the development, the precise areas of all development lots and pads; density/intensity of various parts of the development; building coverage, and landscaping surface area ratio of all land uses; proposed staging; and any other plans required by Plan Commission. A statement of rationale as to why PD zoning is proposed. This statement shall list the standard zoning requirements that, in the applicant’s opinion, would inhibit the development project and the opportunities for community betterment that are available through the proposed PD project. A complete list of zoning standards that would not be met by the proposed SIP and the location(s) in which such exceptions/base standard modifications would occur. Phasing schedule, if more than one development phase is intended. Agreements, bylaws, covenants, and other documents relative to the operational regulations of the development and particularly providing for the permanent preservation and maintenance of common open areas and amenities. A written description that demonstrates how the SIP is consistent with the approved GDP and any and all differences between the requirements of the approved GDP and the proposed SIP. Changes include the addition of a canopy on the rear (north side) of the proposed building; the proposed canopy will be above the service bay doors only. Updated civil plans and building elevations are included detailing the proposed change. The proposed project will remain consistent with the previously approved SIP.
