Rohloff, City Manager DATE: August 26, 2021 RE: 2022 Agreement with Tactical Athlete Health and Performance Institute LLC (Rebound) for Injury Recovery and Cost Containment Services ($74,475.00) BACKGROUND Council approved the League of Wisconsin Municipalities Mutual Insurance (LWMMI) as the provider for the City of Oshkosh Workers Compensation Self Insurance. Rebound is a partner of LWMMI and is an integrated single-source service solution that will help reduce injury-related costs, and streamline the management of injury treatment and rehabilitation. The services Rebound will provide, will be available to all employees and family members, regardless of whether they are injured on or off the job. ANALYSIS Rebound specializes in getting injured employees and their family members to the best physicians and physical therapists in our area. They achieve this by a variety of methods in order to safely expedite care. One such example of their methods is the accessing of unfilled appointments that exist in provider schedules in order to provide quick access for patients. This quick access to these top providers facilitates the accomplishment of proper medical protocols, improves the quality of care, achieves a better outcome, and accelerates the return to a normal work and family life. LWMMI is committed to this service, and has agreed to reimburse the City of Oshkosh for participation with Rebound, for the duration of the agreement. FISCAL IMPACT The 2022 cost for Rebound services is $74,475.00. LWMMI will reimburse the City of Oshkosh within 2 weeks of proof of payment. The net cost to the City of Oshkosh is $0. This service will be charged and reimbursed to A/N#: 06030909-6448. RECOMMENDATION This no cost program will benefit the City of Oshkosh through reduced workers compensation costs. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature may be procured without the use of competitive bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding the purchase of these services.
