RE: Professional Services Agreement with Short, Elliot, Hendrickson, Inc. (SEH) for a Needs
Assessment and Pre-Design Layout Services for the Oshkosh Fire Department.

BACKGROUND
In the 2020 CIP the Common Council allocated $50,000 to complete a Needs Assessment and Pre-Design
Layout Services for the Oshkosh Fire Department’s facilities. This assessment will gather information to
evaluate current and future fire department facility needs. This project will include on site assessments
and data collection for fire department facilities that includes attention to improvements to maximize
turnout times, cancer prevention, and station security. The deliverables of this project will also include
recommendations for future fire station locations and a phasing plan for station development and
construction. The project is expected to begin in the coming weeks and be completed in early 2022.
ANALYSIS
The RFP was issued on May 20, 2021 and was due on June 22, 2021. The RFP was sent to 15 architectural
firms that have experience in evaluating fire department facilities and their current and future needs.
Five firms submitted proposals. An evaluation team of City staff evaluated the proposals against the
stated criteria within the RFP. All five proposals presented information that confirmed their expertise
and experience in fire department facility assessments. Based on this review, it was determined that the
proposal from Short, Elliott Hendrickson, Inc. (SEH) best met or exceeded all the criteria identified in the
RFP. Specifically, staff felt SEH’s strong experience in working with similar sized departments and their
internal resources were superior to the other proposals. Follow up on SEH’s references confirmed a very
high level of satisfaction, professionalism and completeness.
FISCAL IMPACT
The total fiscal impact of SEH’s cost proposal is $48,825.00. The Common Council allocated $50,000 in
the 2020 CIP for this project. This project be charged to A/N#: 03230230 6401 63107 (Fire Station Space
Needs Assessment).
RECOMMENDATION
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including these services, may be procured without the use of competitive bidding or
quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report.
