HomeMy WebLinkAboutItem I PLAN COMMISSION STAFF REPORT SEPTEMBER 7, 2021 ITEM I: ARCHITECTURAL BUILDING PLAN REVIEW FOR A PROPOSED TRANSIT CENTER BUILDING AT 110 PEARL AVENUE GENERAL INFORMATION Applicant: Kueny Architects, LLC Property Owner: City of Oshkosh – Go Transit Action(s) Requested: The applicant is requesting an architectural building plan review for a new transit center building and other improvements located at the GO Transit Downtown Transit Center at 110 Pearl Avenue. Applicable Ordinance Provisions: State Statute 62.23(5) requires the Plan Commission review the “location and architectural design of any public building”. Property Location and Background Information: In 1989 the City of Oshkosh constructed the current Downtown Transit Center which is the subject site and is located at 110 Pearl Avenue, just south of High Avenue and on the corner of Market Street and Pearl Avenue. This parcel consists of the transit center and a public parking lot. The current building at this location does not provide public restrooms, fare kiosks, or a staff breakroom. The surrounding area consists of mostly commercial businesses with parking lots and some residential apartment buildings as well. The location of the proposed transit building is just to the west of an existing transit building and just to the north of the bus transfer station. The Plan Commission and architect had a workshop at the August 3rd, 2021 Plan Commission meeting to discuss the project and see if there were any major concerns. Page 1 Item I – Transit Center Plans - Arch Review 2 Plan Commission was supportive of the project so the applicant is requesting a formal architectural review of the proposed building. The architect has situated the transit building just north of a bus drive aisle and right next to a small existing transit building. The project site is located at the GO Transit Downtown Transit Center, which serves as the main hub for Oshkosh’s bus network. The proposed building is planned to be 67’-9” wide by 20’-9” deep, and 1,372 sq. ft. in size, this includes an exterior patio area that accounts for 160 sq. ft. Above are the proposed building renderings. The architectural features of the building are guided by quality, durability, and the existing site materials. The architect proposes a rubber low slope roof with aluminum trim to be silver in color. The existing transfer station roof will be painted to match the aluminum trim on the new building. For the building’s core, different colored masonry units are proposed for the walls along with normal glazing where needed. A semi full wall of glass is proposed for the building vestibule area. Some of the proposed masonry will match the existing masonry that is present on the bus transfer station pillars. Page 3 Item I – Transit Center Plans - Arch Review 4 Additional improvements to the site that are being proposed include removal of an existing and unused bench/concrete area, new landscaping, and a new monument style sign. The landscaping proposed includes maple and hicksii yew trees, Shenandoah switch grasses, daylilies and mulch. Staff believes that the new transit center building will not have a negative impact on the surrounding area as the structure will be visually harmonious with the intended character of the general vicinity. The building is designed for longevity and sets the palette for future development on the site. With the proposed building massing and material changes the architect is providing sufficient façade articulation. RECOMMENDATION/CONDITIONS Staff recommends approval of the architectural design of the transit building as proposed.
