PURPOSE: APPROVE LABOR CONTRACT WITH LOCAL 316 IAFF
(INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS) FOR
YEARS 2021, 2022 & 2023
INITIATED BY: ADMINISTRATIVE SERVICES DEPARTMENT
WHEREAS, the City of Oshkosh and the Local 316 IAFF previously negotiated a
Working Conditions Agreement for calendar years 2018-2020; and
WHEREAS, the parties reached a tentative agreement for certain changes to the
labor contract for years 2021, 2022 & 2023; and
WHEREAS, the Local 316 IAFF has ratified these changes and it is appropriate for
the Common Council to approve this agreement.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the attached changes to the current labor contract for the Oshkosh Local
316 IAFF (International Association of Fire Fighters) and the proper City officials are
authorized and directed to enter into an appropriate agreement for these purposes, the
execution copy being deemed approved by their respective signatures, and said City
officials are further authorized and directed to take those steps necessary to implement
the terms and conditions of the labor contract.

RE: Labor Agreement Approvals for 2021-2023 for the Local 316 IAFF (International
Association of Fire Fighters).
The City has reached a tentative agreement with the Local 316 IAFF (International
Association of Fire Fighters). This agreement has been approved by the membership of
the group for the contract years of 2021, 2022 & 2023. A brief synopsis of agreement
elements include:
1. The following across the board wage increase for each respective year:
2.5% in 2021, 2.25% in 2022, and 2.5% in 2023
2. A lateral entry program for Fire Fighter recruitment
3. Upgraded positions from Lieutenant Instructor and Lieutenant Inspector
positions to Captains to enhance the responsibilities of the positions as well as
provide additional succession planning opportunities within the Fire
Department
4. Maintained health insurance caps
5. Updated work schedule, vacation selection process, sick leave call-in procedure,
overtime order-in process, and other contract language updates
Included in this packet is the conceptual tentative agreement as well as the fiscal impact
for 2021 regarding any items associated with the agreement. Please let me know if you
