PURPOSE: APPROVE PURCHASE OF MANHOLE / INLET CASTINGS FOR
THE STREETS DIVISION OF PUBLIC WORKS ($28,044.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Department of Public Works needs to stock castings to complete
construction work scheduled in 2021; and
WHEREAS, the Department of Public Works has adopted standards for the
manhole and inlet castings to be used within the city; and
WHEREAS, it is necessary to waive bids as permitted by Section 12-11 of the City
of Oshkosh Municipal Code when standardization or compatibility is the overriding
consideration.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to waive bids and purchase manhole and
inlet castings from:

Neenah, WI 54956
Total: $28,044.00
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase of Manhole / Inlet Castings for the Streets Division of the
Department of Public Works ($28,044)
BACKGROUND
The Department of Public Works has adopted standards for manhole and inlet castings to be used within City-maintained
right-of-way and easements. The standardization of the castings allows for a limited variety of inlet and manhole castings
to be stocked and ensures proper-sized items are available when repairs are necessary. Manhole castings are special
ordered with the utility type cast into the lid to help identify the facilities.
ANALYSIS
The Streets Division of the Department of Public Works orders castings throughout the year to maintain an inventory for
repairs to Storm, Wastewater, and Water Utility facilities. In May of 2021, the Streets Division placed an order for castings
totaling $19,746. Due to the amount, this earlier purchase did not require reporting to the Council because it was under the
$25,000 purchasing threshold. The castings from the previous purchase have been utilized, and additional castings are now
required. These castings will again be provided by Neenah Foundry Company of Neenah, Wisconsin.
FISCAL IMPACT
The cost of this casting order is $28,044. Funding is available in the Operating Budgets of the Storm Water and Wastewater
Utilities:

RECOMMENDATIONS
Section 12-11 of the Municipal Code of the City of Oshkosh provides that material purchases, when standardization or
compatibility is the overriding consideration, may be approved by the City Manager without the use of formal, sealed
quotes. In accordance with Section 12-11 of the Code, I am recommending approval of this purchase.
