PURPOSE: APPROVE GREAT NEIGHBORHOODS CAPITAL
IMPROVEMENT PROGRAM FUNDING FOR SAWYER-PAINE
GAZEBO DESIGN, STEVENS PARK BENCHES, AND RIVER EAST
RIVERSIDE PARK GAZEBO INSTALLATION ($72,000.00)
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the Common Council approved funds in 2021 Capital Improvement
Programs (CIP) for public improvements to be undertaken as part of a Great
Neighborhoods Program; and
WHEREAS, staff is recommending the following activities and/or improvements
be undertaken with 2021 CIP funds of the Great Neighborhoods Program which includes:
Sawyer-Paine Neighborhood – Gazebo Design Plans $5,000
Stevens Park Neighborhood – Benches $7,000
River East Neighborhood – Riverside Park Gazebo $60,000
$72,000
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that funded activities/improvements of the Great Neighborhoods Program, as
noted above are hereby approved in the amount of $72,000.00.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to take those steps necessary to implement said program. Money for this
purpose is hereby appropriated from:

RE: Approve Great Neighborhoods Capital Improvement Program Funding for
Sawyer-Paine Gazebo Design, Stevens Park Benches, and River East Riverside Park
Gazebo Installation ($72,000.00)
BACKGROUND
The Great Neighborhoods Program provides residents the opportunity to originate projects that
enhance quality of life through strategic improvements to the public realm. Projects are intended
to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided
recognized neighborhood associations and groups pursuing healthy neighborhoods the
opportunity to apply for funding to support capital improvement projects within their
neighborhoods.
The Common Council approved $175,000 within the City’s 2021 Capital Improvement Program
for the Great Neighborhoods Program. The Common Council approved Great Neighborhoods
Capital Improvement Program Funding in the amount of $190,000 for Jackson Street Multimodal
Traffic Safety Plan implementation on July 13, 2021. A description of last year’s projects and the
current status is provided below.

ANALYSIS
The following projects have been reviewed by City staff and are being proposed to utilize Great
Neighborhoods Capital Improvement Program funding. Projects are selected that help achieve the
City’s strategic plan goals of improving and maintaining infrastructure and enhancing the quality
of life services and assets. As a result of previous projects coming in under budget, the cost savings
from previous projects can be used to cover the costs of this round of projects.
2021 Proposed Projects
1. Sawyer-Paine Neighborhood - Gazebo Design Plans $5,000.00
In partnership with the Oshkosh Public Museum, the Sawyer Paine Neighborhood hopes to
implement an element of the Museum Master Plan by securing professional designs for a gazebo
shelter intended for use as a public gather place.
2. Stevens Park Neighborhood – Benches $7,000.00
As part of the ongoing development of Stevens Park, the neighborhood would like to provide four
benches with plans to contribute their own private funds towards the project.
3. River East Neighborhood – Riverside Park Gazebo $60,000.00
The River East Neighborhood, Oshkosh Convention Center, and Advisory Parks Board are in favor
of installing a gazebo in Riverside Park. The project is identified in the Comprehensive Outdoor
Recreation Plan and was recommended for approval by the Advisory Parks Board on August 9,
2021.
FISCAL IMPACT
Total Great Neighborhoods Remaining Funds Available $82,300.00
Total 2021 Great Neighborhoods Funding Request $72,000.00
TOTAL REMAINING CIP DOLLARS $ 7,300.00
RECOMMENDATION
Staff is recommending approval of Great Neighborhoods Capital Improvement Program funding
in the amount of $72,000.00.
