Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Mark Lyons, Planning Services Manager DATE: August 19, 2021 RE: Approve Street Right of Way Dedication at 2854 Fond du Lac Road BACKGROUND The City of Oshkosh is requesting a dedication of right-of-way adjacent to 2854 Fond du Lac Road. Fond du Lac Road was mapped as right-of-way when Winnebago County surveyed its town road network in the 1850s. However, the formal dedication transferring ownership to the City had not taken place at this location. ANALYSIS The proposed dedication is parallelogram-shaped, 36.68 feet wide by approximately 131.70 feet long and 4,346 square feet in area. The dedication is included on a Certified Survey Map (CSM) approved by City staff in June of this year. The owner of the property is aware of and agreeable to dedicating the land to the public. The CSM was recorded at the Winnebago County Register of Deeds on June 25th, 2021. The dedication will become official upon approval by the Common Council. RECOMMENDATION The Plan Commission recommended approval of the Street Right-of-Way Dedication on August 17, 2021. Please see the attached staff report and meeting minutes for more information. The Plan Commission recommended approval of the Street Right-of-Way Dedication on August 17, 2021. The following is Plan Commission’s discussion on the item. Site Inspections Report: No commissioners reported visiting the site. Staff report accepted as part of the record. The City of Oshkosh is requesting approval of two street right-of-way dedications, acceptance of three storm sewer easements, two sidewalk easements and one grant access easement. Mr. Nau presented the items and reviewed the site and surrounding areas as well as the land use and zoning classifications in the areas. Staff recommends approval of the requests with the findings and conditions listed in the staff reports. Mr. Hinz opened up technical questions to staff. There were no technical questions on this item. ITEM II – Right-of-Way Dedication – 2854 Fond du Lac Road Mr. Hinz asked for any public comments and asked if the applicant wanted to make any statements. There were no statements from the applicant. There were no closing statements from the applicant. Motion by Mitchell to adopt the findings and recommendation as stated in the staff report. Seconded by Davey.
