Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Mark Lyons, Planning Services Manager DATE: August 19, 2021 RE: Approve Street Right of Way Dedication at the East 2700-2800 Blocks of Vinland Street BACKGROUND The City of Oshkosh is requesting a right-of-way dedication for two segments of the east right- of-way of Vinland Street. Vinland Street was mapped as right-of-way when Winnebago County surveyed its town road network in the 1850s. However, the formal dedication transferring ownership to the City had not taken place at these locations. ANALYSIS The first dedication located at the east 2700 Block of Vinland Street will be 33 feet wide by approximately 326 feet long and 10,765 square feet in area. The second dedication located at the 2800 Block will be 33 feet wide by 210 feet long and 6,930 square feet. The dedications are included on a draft Certified Survey Map (CSM) under review by staff. The owner of the property has been contacted and is agreeable to dedicating the land to the public. Once city staff approves the CSM it will be recorded at the Winnebago County Register of Deeds. The dedications will become official upon approval. RECOMMENDATION The Plan Commission recommended approval of the Street Right-of-Way Dedication on August 17, 2021. Applicable Ordinance Provisions: Street dedication criteria are located in Section 30-441 of the City’s Subdivision Regulations. The Plan Commission recommended approval of the Street Right-of-Way Dedication on August 17, 2021. The following is Plan Commission’s discussion on the item. Site Inspections Report: No commissioners reported visiting the site. Staff report accepted as part of the record. The City of Oshkosh is requesting approval of two street right-of-way dedications, acceptance of three storm sewer easements, two sidewalk easements and one grant access easement. Mr. Nau presented the items and reviewed the site and surrounding areas as well as the land use and zoning classifications in the areas. Staff recommends approval of the requests with the findings and conditions listed in the staff reports. Mr. Hinz opened up technical questions to staff. There were no technical questions on this item. Mr. Hinz asked for any public comments and asked if the applicant wanted to make any statements. There were no statements from the applicant. There were no closing statements from the applicant. Motion by Mitchell to adopt the findings and recommendation as stated in the staff report. Seconded by Davey.
