MINUTES OF THE LONG RANGE FINANCE COMMITTEE
July 7, 2021
The Long Range Finance Committee meeting was held on Wednesday, July 7, 2021, via WebEx.
The meeting was called to order by Matt Mugerauer at 5:16 p.m.
Members Present: Adam BellCorelli, Karen Bowen, Vicky Fitzgerald, Allison Knautz (exited
meeting at 6pm), Matt Mugerauer, Austin Phillips, and Koby Schellenger
Members Absent: none
Staff Present: Russ Van Gompel – Director of Finance
Paula Luther – Administrative Assistant – Finance
I. Citizen Input
None
II. Election of Chairperson and Vice Chairperson
Chairperson: Bowen nominated Mugerauer for Chairperson. There were no other
nominations. Nominations closed and by unanimous vote of 7-0, Matt Mugerauer was
elected as the Chairperson of the Long Range Finance Committee.
Vice-Chairperson: BellCorelli nominated Knautz for Vice Chair. There were no other
nominations. Nominations closed and by a unanimous vote of 7-0, Allison Knautz was
elected as the Vice Chairperson of the Long Range Finance Committee.
III. Approval of March 3, 2021 Minutes
Motion to approve by BellCorelli, seconded by Bowen. Approved 7-0.
IV. Discuss Long Range Finance Committee Member composition (5:23 – 5:26)
Mugerauer discussed the two committee member openings and two alternate openings
that we need to get filled
LRFC needs five members for a quorum

V. Discuss American Rescue Plan Act (ARPA) (5:26 – 5:54)
Director Van Gompel explained the American Rescue Plan Act and the loss of revenue
the City of Oshkosh lost during the COVID 19 pandemic to include room tax, special
events, and parking enforcement. It is estimated the City lost 5.2 million in revenue and
1 million in room tax during the pandemic
The City is looking at investing in water and sewer infrastructure, broadband, and social
programs that would benefit people that were impacted by COVID
The City has already received 20.5 million in ARPA funds
ARPA funds are in a Special Revenue Fund and will be used for projects with a long-term
impact, not operating costs; won’t affect the general fund
The city is in the process of collecting idea’s and is currently asking for suggestions
Can money be given to Kiwanis or Rotary? Yes, but they still have to follow the same
guidelines and the City will have to report it to Dept of Revenue
Committee member will continue this discussion at the next LRFC meeting
VI. Discuss Payment in Lieu of Tax (PILOT) (5:54 – 6:15)
Director Van Gompel asked if there is an interest in creating a volunteer PILOT program
PILOT would not cost a lot
Motion to approve to present this to city council for their consideration
Schellenger suggests collaboration before a creation of a PILOT program because a
PILOT program may be seen as political pressure. Bowen agrees and says collaboration
would be more transparent.
Mugerauer said this would always be voluntary, but a policy is still needed to be in place
before moving forward.
Director Van Gompel said he would reach out to the non-profits to discuss collaboration
and will bring findings back to the committee
VII. Review the Capital Improvement Plan Process and Policy (6:15 – 6:19)
Director Van Gompel explained he made the changes requested and they are highlighted
in the document given to the committee
We have already started our CIP process for 2022, so when the CIP Policy is updated and
approved, it will be implemented with the 2023 CIP process
Committee asked for the red-line version at next meeting
VIII. Discuss and vote whether to conduct future meetings in-person or virtually (no hybrid
meetings) – (6:19 – 6:24)
After some discussion, the committee members all agreed to go back to meeting in-
person

IX. Set next meeting date and agenda items
Meeting set for August 4, 2021 at 5:15 p.m.
