PURPOSE: APPROVE AMENDED SPECIAL EVENT / OSHKOSH
CULTURAL FINE ARTS & JAZZ SOCIETY / UTILIZE WILLIAM
STEIGER PARK (BOAT WORKS SITE) AND RIVERWALK FOR
THE OSHKOSH JAZZ FESTIVAL / SEPTEMBER 18 & 19, 2021
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the Common Council of the City of Oshkosh previously approved a
Special Event permit from the Cultural Fine Arts & Jazz Society (Agnes Payne) to utilize N.
Main Street and Opera House Square for the Oshkosh Jazz Festival on August 21 & 22,
2021; and
WHEREAS, the Cultural Fine Arts & Jazz Society (Agnes Payne) has amended the
Oshkosh Jazz Festival application to change the date of the event to Saturday, September
18 and Sunday, September 19, 2021.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to the Cultural Fine Arts & Jazz Society (Agnes Payne) to
utilize William Steiger Park (boat works site) on Saturday, September 18, from 6:00 a.m. to
7:00 p.m. (actual event time 9:00 a.m. to 5:00 p.m.) and Sunday, September 19, from 8:00
a.m. to 6:00 p.m. (actual event time 10:00 a.m. to 4:00 p.m.) for the Oshkosh Jazz Festival in
accordance with the municipal code and the attached application, with the following
exceptions/conditions:

BE IT FURTHER RESOLVED that as a condition of approval, the Event
Organizer shall pay the City’s actual costs for extraordinary services. Approval of this
request shall not be interpreted as approval to conduct the event during any period of
emergency order or declaration prohibiting such event. Approval of this event shall not
be interpreted to supersede any emergency order or declaration applicable to such
event and all events shall remain subject to all applicable ordinances, orders,
declarations and requirements for public gatherings.

Police
Staffing $90.36 (preliminary estimate includes dedicated staffing of 6 hrs. CSO)
Supplies / Materials $27.50 (preliminary estimated includes dedicated use of no parking
signs & cones)
Public Works
Staffing $31.34 (preliminary estimate includes 1 hrs. of dedicated staffing for delivery &
pick-up of barricades and signs)
Equipment / Vehicles $22.99 (preliminary estimate includes dedicated vehicle for the
delivery & pick-up of barricades and signs)
Supplies / Materials $16.50 (preliminary estimate includes dedicated use of barricades
and signs)
