Introduction of Alternative Board Member – Mike Beardsley 2. Approval of MINUTES OLD BUSINESS 3. Election of Meeting Chair & Vice-Chair Positions NEW BUSINESS 4. Midblock Crosswalk Request on Josslyn Street – Lourdes High School is acquiring the former storage unit site and constructing a parking lot to the east of their current site. The parking would be used by students and staff. The site engineers approximate 150 – 200 crossings per school day for high school students, staff, and volunteers who utilize the parking lot. Construction is anticipated this fall. Mid-block crossings are generally not the safest since motorists generally aren’t expecting pedestrians. Historically, the city has considered midblock crossings where there are more than 50 pedestrian crossings per day. Due to the anticipated high volume of pedestrian crossings, a crossing is warranted at this location. I recommend approval. 5. Parking Restriction Removal (W. 7th Ave). A request to remove the parking restriction on W. 7th Avenue from 190 feet West of S. Koeller Street to 230 feet West of S. Koeller Street. This is a request from the business owner at 1755 W. 7th Ave. - John David 920-216-6276 (jdavids@homecareassistance.com). A business moved into this building a couple years ago. They have 8 parking stalls and 8 employees. Originally, they had 5 employees. Therefore; when the owner and all the employees are in the lot, there isn’t a parking space for visitors. The owner would TPAB AGENDA ITEMS 2 Aug 10, 2021 like to park on the North side of W. 7th avenue adjacent to his building. The road was designed with no parking on this stretch of W. 7th Avenue due to it being a cul-de-sac and the need for vehicles to turn around. The road is 32 feet wide. I do not see anything that has substantially changed that would make on-street parking warranted in this area. West 7th is a bike route with sharrow markings. I have checked with the Public Works Department as well and they are not in favor of parking here as it would make street maintenance more difficult. Parked vehicles in the cul-de-sac would also limit maneuverability for fire apparatuses therefore, they are also against parking in this area. I suggested the business owner work with the neighboring businesses to see if a parking space could be shared and/or leased. It seems like that would be the best solution. I do not recommend approval 6. Algoma Boulevard Reconstruction – Algoma Boulevard is being reconstructed from Wisconsin Street to Congress Avenue in 2022. The engineering department has the preliminary road design drafted. We are looking for any board input. STAFF STATEMENTS 7.
