HomeMy WebLinkAbout28. 21-371JULY 13, 2021 21-371 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: AMEND THE CITY OF OSHKOSH FEE SCHEDULE PERTAINING TO DOCKED MOBILITY SYSTEMS PILOT PROGRAM APPLICATION FEE INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has adopted an ordinance permitting the establishment of a pilot program to allow the commercial rental of Electric Scooters, Electric Personal Assistive Mobility Devices (EPAMD), bicycles and similar devices through Docked Mobility Systems within the City; and WHEREAS, the City of Oshkosh approved the current schedule of fees for City Services by Resolution 20-494 on December 8, 2020; and WHEREAS, it is necessary to revise the current fee schedule to include fees related to the establishment of a pilot program to allow the commercial rental of Electric Scooters, Electric Personal Assistive Mobility Devices (EPAMD), bicycles and similar devices through Docked Mobility Systems within the City. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the fee schedule for the City of Oshkosh is hereby amended to include the following: Planning Miscellaneous Permit – Pilot Program for Docked Mobility Systems license/renewal - $100.00 – Resolution 21-371 – Partial Cost Recovery City Hall, 215 Church Avenue P.O. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Mark Lyons, Director of Planning Services DATE: July 8, 2021 RE: Amend the City Of Oshkosh Fee Schedule Pertaining to Docked Mobility Systems Pilot Program Application Fee BACKGROUND The proposed amendment is related to Ordinance 21-245 pertaining to Electric Scooters which was approved by Council on May 11, 2021. The fee schedule amendment is specifically pertains to the establishment of pilot programs for the commercial rental of electric scooters. ANALYSIS Staff if proposing to mirror the existing Quadricycles (Pedal Pubs) application fee of $100 for the pilot program application fee. To date, planning staff has spent approximately seven (7) hours of staff time between two (2) potential pilot program operators and is anticipating several more hours will be needed before either potential operator is ready to move forward with a pilot program. The fee is meant to recover administrative costs related to various actions required for administration of the ordinances. FISCAL IMPACT Revenue from the new fees will help offset administration of the ordinances and should add another $200-300 in annual revenue depending on activity.
