HomeMy WebLinkAbout18. 21-361JULY 13, 2021 21-361 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE BUDGET AMENDMENT FOR PURCHASE OF STRATEGIC PLANNING SERVICES FOR THE OSHKOSH FIRE DEPARTMENT ($16,800.00) INITIATED BY: CITY ADMINISTRATION WHEREAS, the Common Council has adopted the 2021 Operations Budget, which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, it is necessary to amend the 2021 Budget:  To transfer $16,800.00 from Account No. 0100-0914-6461, Contingency to Account No. 0100-0230-6466, Miscellaneous Contractual Services; and  To increase allowed expenditures in Account No. 0100-0230-6466, Miscellaneous Contractual Services, in the amount of $16,800.00 to facilitate the purchase of Strategic Planning Services for the Oshkosh Fire Department. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2021 Operations Budget, on file in the City Clerk's Office, is hereby amended transfer $16,800.00 from Account No. 0100-0914-6461, Contingency to Account No. 0100-0230-6466, Miscellaneous Contractual Services. BE IT FURTHER RESOLVED that the amount of allowed expenditures in Account No. 0100-0230-6466, Miscellaneous Contractual Services, is hereby increased in the amount of $16,800.00 to facilitate the purchase of Strategic Planning Services for the Oshkosh Fire Department. TO: Honorable Mayor & Members of the Common Council FROM: Mike Stanley, Fire Chief DATE: July 13, 2021 RE: Budget Amendment for 2021 Fire General Operating Fund 0100-0230-6466, Miscellaneous Contractual Service, for the Purchase of Strategic Planning Services for the Oshkosh Fire Department. ($16,800.00) BACKGROUND The Oshkosh Fire Department is pursuing accreditation from the Commission on Fire Accreditation International (CFAI). Accreditation is a process of self-assessment that encourages quality improvement, provides greater community alignment, and supports data driven decision making. A departmental strategic plan is the foundation for accreditation and has not taken place at the Fire Department since 2009. ANALYSIS The amendment will allow for the purchase of services from the Center for Public Safety Excellence (CPSE). CPSE specializes in working with fire departments and their community stakeholders to facilitate strategic planning and create a final plan for submission to the CFAI as part of the required self- assessment. FISCAL IMPACT This expense was not originally budgeted for 2021. A Budget Amendment is necessary to allow for an increase of expenditures in account 0100-0230-6466, Miscellaneous Contractual Services, to facilitate the purchase of this service. The amendment will allow for an increase of expenditures of $16,800.00 from account, 0100-0914-6461, Contingency. RECOMMENDATION The recommendation would be that Common Council approve this amendment so purchasing of professional services can occur.
