ITEM V: APPROVE LAND ACQUISITION OF 143 IDAHO STREET
GENERAL INFORMATION
Applicant: City of Oshkosh- Parks Department

Action(s) Requested:
The City of Oshkosh Parks Department is requesting approval to acquire the property located at
143 Idaho Street. The property will be used for part of the proposed Parks Department
Administration/Operations Facility site scheduled for construction from 2021 through 2023.

Property Location and Background Information:
The subject property is rhombus-shaped lot located on the west side of Idaho Street, immediately
south of the Parks Department Operations Facility. The lot is 132 feet wide and 279 feet deep
containing 36,828 square feet or 0.838
acres. The property is developed with
a one-story, single-family house with
detached garage and other accessory
structures.
The site is located south of the existing
Parks Department Operations Facility
and across from the Streets and
Sanitation Facilities Operations
complex. Essentially, the site is
surrounded by municipal properties.
Beside the city facilities, the
surrounding area consists of additional
Parks Department property to the west
and south as well as single-family uses
to the south. The 2040 Comprehensive
plan identifies the area suitable for light
density residential development.

ANALYSIS
For over a decade, the city realized the need to
replace the existing Parks Administration and
Operations Facility. A recent city building
assessment confirmed this and concluded the
Parks building should be the top priority for
replacement. The existing building was
constructed in the 1960s and can no longer
host efficient operations and has outlived its
usefulness.
The city has hired an outside consultant to
prepare plans to redevelop the site for a new
Parks Administration and Operations Facility.
An obvious component to the plan is to
acquire the subject property as it surrounded on all sides by Parks properties and adds almost an
acre to the site.
City staff has been in contact with the property owners about the possible acquisition. The
owners have accepted an offer to purchase contingent on approval by the Common Council.
This approval is the first step for the City to acquire this property. The City is required to follow
the acquisition process as required by state statute.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the proposed property acquisition of 143 Idaho Street as requested.

RE: Acquisition of 143 Idaho Street
The need for a new Parks Department Administration/Operations Facility has been discussed
by the city for more than 10 years as the current facility at 805 Witzel Avenue is a 1960’s era
building that is not conducive for efficient municipal operations.
The city recently completed an assessment of all city buildings and it was determined that the
Parks Department building was the top priority for the city to address. It was determined that
a new facility at the current site, along with acquisition of the property at 143 Idaho Street, was
in the best interest of the Parks Department and the city. The acquisition of 143 Idaho Street
allows the city to expand the Parks Department site to allow for a new facility to accommodate
current and future operations.
In the 2021-2025 Capital Improvement Program, the Common Council allocated the necessary
funding for the construction of a new facility over three years (2021-2023) and also included
funding to acquire this property. City staff worked with the current property owners on an
offer to purchase which they accepted and is contingent on approval by the Common Council.
I am requesting that the Plan Commission consider this proposed acquisition at their July 6,
2021 meeting with a recommendation to the Common Council to consider at their July 13, 2021
meeting.
