FOR CONSTRUCTION OF RAINBOW MEMORIAL PARK TRAIL ($311,110.70) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction of the Rainbow Memorial Park Trail, connecting the Tribal Heritage Crossing and the Wiouwash State Trail, beginning on the north end of the corridor and terminating at the northeast corner of STH 21/Oshkosh Avenue and Rainbow Drive ; and WHEREAS, upon the opening and tabulation of bids it appears that the following is the most advantageous bid: ADVANCE CONSTRUCTION, INC. 2141 Woodale Avenue Green Bay, WI 54313 TOTAL BASE BID $311,110.70 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. For Construction of the Rainbow Memorial Park Trail ($311,110.70) BACKGROUND The Wisconsin Department of Transportation awarded $255,277 to the City of Oshkosh through the Transportation Alternatives Program (TAP) 2018-2022 funding cycle for construction of a trail through Rainbow Memorial Park that will connect to the greater Riverwalk network. The favorable bid contained in the proposed construction contract will allow the City to complete the Riverwalk from Punhoqua Street through Rainbow Memorial Park. ANALYSIS The Rainbow Memorial Park Master Plan provides recommendations to improve the trail through Rainbow Memorial Park and this project will achieve that element of the plan. The Tribal Heritage Crossing Trail and the Wiouwash State Trail are vital segments of the state trail network. The multimodal routes in the City and the Riverwalk trail system all contributed to this connected system. There is a gap in the multimodal system in the Oshkosh Avenue Corridor that discourages pedestrians from using the trails due to the lack of a designated route. This project is an opportunity to connect the Tribal Heritage Trail to the City’s bicycle and pedestrian network. Construction would begin this summer and finish by the end of 2021, thereby connecting the new Lakeshore Park Trail to Rainbow Memorial Park. Engineering staff reviewed three (3) bids. The low bid was received from Advance Construction, Inc. of Green Bay, Wisconsin. The total bid is $311,110.70. FISCAL IMPACT The City funding for the project comes from the 2021 CIP Multimodal Trail – Rainbow Memorial Park Account 0323-0740-7216-63071. The City budgeted $330,000 for the local match and the City received the TAP grant in the amount of $255,277. The lower bid will ultimately save the City over $100,000. RECOMMENDATION The Council awards the bid for construction of the Rainbow Memorial Park Riverwalk to Advance Construction, Inc. for $311,110.70.
