PURPOSE: APPROVE BUDGET TRANSFER & AWARD BID TO MILBACH
CONSTRUCTION SERVICES, CO. FOR CITY HALL COUNTER
MODIFICATIONS FOR GENERAL SERVICES ($52,777.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for
modifications to the first floor counter of City Hall; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

Total Bid: $52,777.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
WHEREAS, the Common Council has adopted the 2021 Capital Improvement
Program and Budget, which is on file in the Office of the City Clerk and available for
public inspection; and
WHEREAS, it is necessary to amend the 2021 Capital Improvement Program
Budget to add additional funding for this project.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of
Oshkosh that the 2021 Capital Improvements Budget, on file in the City Clerk’s Office, is
hereby amended as follows:
To transfer $26,777.00 from Account No. 0323-0071-7206-65000 Capital
Construction-Contingent Capital to Account No. 03230130 7214 63105

BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that
said bid is hereby accepted and the proper City officials are hereby authorized and
directed to enter into an appropriate agreement for the purpose of same, all according to
plans, specifications, and bid on file. Money for this purpose is hereby appropriated

RE: Approve Budget Transfer and Award Bid to Milbach Construction Services, Co. for City
Hall Counter Modifications for General Services ($52,777.00)
BACKGROUND
The Common Council allocated $35,000 in the 2019 CIP to replace the overhead gate mechanism along
the first floor counter of City Hall. The gate is original to the 1960 renovation of City Hall. The gate is
no longer functioning properly and replacement parts are not available. This project consists of removing
existing ceiling materials surrounding the existing gate assembly and removing the existing coiling gate
assembly in its entirety including motor units. A new soffit will be installed in the location of the current
gate, new glass panels will be erected for the length of the counter and a new corridor ceiling/grid will
be installed. The current counter and customer service stations will remain. All required electrical
removal and fixtures replacement will be completed by the City’s Electrical division. TR Karrels was
engaged to design the bid specifications and provide construction oversight for this project.
ANALYSIS
Working with TR Karrels and Facilities Maintenance staff, Purchasing prepared bid specifications for
this project. The bid was advertised in the local newspaper on posted on DemandStar. Bids were due
June 10, 2021. The bid tab is attached. It is the consensus of TR Karrels that the sole bid from Milbach
Construction Services, Co. meets all the minimum bid requirements and covered all aspects of the project
in their bid.
FISCAL IMPACT
The 2019 CIP allocated $35,000. As the project evolved it became clear the project scope and cost would
increase due to additional ceiling, soffit and electrical requirements. The fiscal impact of this bid is
$52,777. This bid, added to TR Karrels’ fee of $9,000 brings the total fiscal impact of this project to $61,777.
This project will be charged to A/N#: 03230130 7214 63105 (Buildings-City Hall Improvements) with the
overage ($26,777) of this project being transferred from to A/N#: 0323-0071-7206-65000 (Capital
Construction-Contingent Capital).
RECOMMENDATION
Purchasing recommends the Common Council approve budget transfer of $26,777 and award this bid to
Milbach Construction Services, Co. for $52,777.00.
