STORM WATER UTILITY APPEALS BOARD Minutes
October 15, 2020 7:30 am

I. Call to Order.
A. Mr. Kiefer called the meeting to order at 7:34 am.
II. Approval of September 17, 2020 Meeting Minutes
Motion to approve September 17, 2020 minutes. (Mr. Clark / Mr. Janty). Approved 4-0.
III. Discussion of new Storm Water Utility Appeals Board Committee Member.
A. A new member, Mike Norton, was appointed to the board by the Common Council on October 13,
2020.
B. Mr. Norton indicated via email that he was not able to get sworn into the board prior to the meeting.
C. Mr. Norton was able to join the meeting and listen as an attendee.
IV. Update on Private Development Storm Water Management, presented by Mike Wegner, Brown
and Caldwell.
A. An update on storm water development for private projects was provided by Mike Wegner from
Brown and Caldwell. A copy of the presentation was previously distributed to the committee as part
of the meeting materials.
B. Mr. Janty asked how much total acreage is within the City of Oshkosh to compare to the acreage of
new development and redevelopment. Mr. Wegner and city staff did not have this information
readily available.
C. Mr. Janty asked is redevelopment data is available for years prior to 2019 and 2020. Mr. Wegner
indicated that this information is not readily available at this time. As private developments are
incorporated into the Citywide Storm Water Management Plan update this data would be available.
More information could be provided as part of a future update.
V. Program and Project Updates (D. Gabrilska).
A. 20-04 Snell
1. Concrete paving is completed for the North Main Street portion of the project. The first phase of
Snell Road, located east of Main Street, has concrete pavement and City utilities complete.
Contractor is working on installing sidewalk and private underground utilities in this area.
2. The second phase of Snell Road, west of Main is graded and concrete paving will start on Friday
with additional paving next week. Following pavement completion sidewalk and private utilities
will be installed.
3. The project is estimated to be completed in mid-November.
B. 20-05 Oregon
1. Oregon Street paving is complete to 28th Avenue. The utility crossing of the railroad on Oregon
Street is complete. Final concrete paving at the railroad crossing is on-going.
2. Asphalt paving on 28th Avenue from Gallups/Merritt’s Creek to Oregon Street is complete.
3. Sanitary lift station work and sanitary sewer boring is on-going. This will delay full pavement
restoration on south portion of the project until spring 2021.

C. 20-08 Parkway Basin
1. Mr. Gierach was in communication with railroad engineering staff in September. The engineerin
staff indicated the project was being handled by railroad real estate staff. The City is waiting for
follow-up communication with the real estate staff.
D. 20-20 Mini Storm
1. This project is complete.
2. There were some storm laterals that were included as part of City project 20-07, a water main
installation project, because that storm laterals were located in the limits of the water main work.
E. 20-15 Mini Storm #2 (includes completion of storm sewer for 2019 Ceape Ave Parking Lot)
1. Construction started yesterday on Custer Avenue. Work will occur in the northeast part of City
initially and then progress from there.
2. The estimated completion date for the project is in November, with some clean-up work in spring
2021.
3. The Ceape Avenue parking lot outlet sewer is included as part of this project, but is currently being
delayed due to the relocation of a WPS duct package. The City is working with WPS on the
relocation of the duct package. The delay may push the installation later into the fall or into spring
2021.
VI. Update on storm pipe CCTV work since the equipment was purchased (D. Gabrilska).
A. Mr. Gabrilska provided an overview of the program based on materials distributed to the committee
in advance of the meeting. The program started in 2012 and has typically resulted in 100,000 to
250,000 feet of storm sewer televised annually.
B. Mr. Gabrilska described how the program has found multiple private utilities bored through storm
sewers including electric and gas main. This is a safety issue that can lead to problems for either city
staff or residents. A particular concern is that these utilities could be damaged by storm sewer
cleaning equipment.
C. The map provided is a copy of the map the televising crew uses in the field. The City is working to
convert this map to a GIS map. Mr. Gabrilska noted that some areas are not televised because they
are below the normal lake level. The City is investigating options for televising the submerged areas.
D. As part of the televising program the sewers are cleaned with jetting equipment and a vacuum truck
prior to televising. Sediment is frequently found in the storm sewers and the cleaning prevents that
sediment from reaching the downstream waterbodies.
E. Mr. Gabrilska indicated that televising is also done for the sanitary sewer system and has identified
issues with that system as well.
F. Ms. Muldoon asked about the potential for using a submersible camera to televise storm sewers that
are submerged.
1. Mr. Gabrilska indicated the current plan is to use inflatable plugs to isolate storm sewer segment
and to then and pump out the water to allow for use of the current televising equipment.
2. Mr. Gabrilska also stated that new outfalls that are submerged are constructed to allow for the
installation of a temporary steel plate that would facilitate maintenance, including televising.
3. Mr. Gabrilska also identified that poor water clarity is also a concern with the use of a submerged
camera.
VII. Review Discussion of Future Meeting Agenda Items.
A. Discuss Sawyer Creek FEMA mapping update and flood storage districts.
1. Mr. Gierach indicated there is no new current information to update on this project. The City is
currently working through the FEMA mapping update process.
B. List of CIP projects that have been funded but not completed.
C. Mr. Kiefer asked about if there was a final 2021 CIP project list available.
1. Mr. Gabrilska indicated that the CIP was adopted. Mr. Gierach stated that the corresponding
budget is not yet approved, but it is scheduled to for the Common Council in November.

D. Mr. Kiefer asked if the CIP is still prepared as a 5-year plan and whether the current 5-year plan could
be shared with the committee. This was a topic that was discussed in prior years.
1. Mr. Gierach indicated that there is an online map that can be viewed for all projects in the CIP. The
City has modified the CIP program recently and the format is different from prior years.
Conceptually it is the same.
2. Mr. Gierach indicated that for a future meeting the storm water portion of the 5-year CIP could be
isolated and present to the committee.
