Call to Order. A. Mr. Kiefer called the meeting to order at 7:55. II. Approval of December 19, 2019 Meeting Minutes Motion to approve December 19, 2019 minutes. (Mr. Janty / Mr. Clark). Approved 3-0 III. Discuss City of Oshkosh historical rain data (Jim Bachhuber) A. Mr. Bachhuber provided an overview of “design storm” rain data available that is used by municipalities and engineers for stormwater management. B. Mr. Janty asked what design storms are specified in Oshkosh Municipal Code. Mr. Bachhuber replied that Bulletin 71 is used in the City and specific rainfall amounts are listed in the code. C. Mr. Bachhuber presented a table comparing the City of Oshkosh Municipal Code stormwater requirements to the City of Madison’s current ordinance and Madison’s revisions that are under consideration. D. An important difference identified in the Oshkosh Municipal Code is the requirement to reduce the 100-year post-development peak flow to the 10-year pre-development peak flow. As far as is known, the requirement in unique among Wisconsin cities and provides a high level of peak flow control from new land development in Oshkosh. E. Mr. Clark asked if the 100-year to 10-year requirement has been a deterrent to development. Mr. Gierach replied that he doesn’t believe it is a large deterrent and that development has been increasing. F. Mr. Kiefer asked about redevelopment and how if the Oshkosh ordinance requirements may have been a deterrent. He indicated from plan commission experience that repairs to existing parking lots have sometimes been postponed because landowners do not want to incur the costs associated with the stormwater requirements. Mr. Gierach and Mr. Gabrilska indicated that the only requirements that apply to redevelopment are for stormwater pollution – not large (flood control) events. There are also other Municipal Code Requirements for parking lot repairs and upgrades (such as curbing, landscaping, etc.) that may be triggered by projects that impact project cost and could be a deterrent. G. Mr. Janty asked if there was a “gold standard” City that people look to for stormwater management and ordinance. Mr. Bachhuber indicated that he’s not aware of communities that are widely considered a “gold standard” for stormwater management. H. Mr. Janty asked if there was the possibility of doing more information and education regarding the rainfall data either on Facebook or Channel 10. Mr. Gierach indicated that there were no current plans, but that they would reach out to Emily about her thoughts on the information and how it might be messaged out. IV. Discussion / Update on approved 2020 Stormwater Management Program and scope of work (Jim Bachhuber) DRAFT Storm Water Utility Board Minutes 01-16-2020 Page 2 of 2 A. Mr. Bachhuber provided an overview of the work that will be conducted for the 2020 Stormwater Management Plan update. The project is partially funded by a WDNR grant and was recently approved by the WDNR. B. Mr. Janty asked if the project would consider if benefits could be achieved by modifying existing BMPs. Mr. Bachhuber indicated that retrofitting existing detention basins is a part of the process. C. Mr. Kiefer asked about the time-frame for that study. Mr. Bachhuber indicated that it was approximately a 12-18-month project. V. Update on 2020Inlet Marking (Medallions) Project (Dan Gabrilska) A. Mr. Gabrilska recently talked with a member of the Rotary Club about the project. The older medallions (installed several years ago) seem to be falling off. More recently installed medallions seem to be staying in place. B. The current target area for 2020 is the Stevens Park neighborhood. Mr. Clark indicated that there is a strong/active neighborhood association and suggested that they be contacted in advance and may help out in the inlet marking project. C. Mr. Kiefer indicated that other neighborhoods in the area also have strong associations. VI. Program Updates. (Justin Gierach and Dan Gabrilska) A. Mr. Gabrilska provided the following project updates: 1. Snell road (2020) – Snell Road is in the process of being designed and permitted. The project is from Jackson Street east to the City limits. Mr. Janty stated that there is significant traffic from Winnebago Mental Health on Snell Road, and they should be contacted about the pending construction in 2020. Mr. Clark indicated that UPS should also be contacted to allow them to plan for their delivery routes. Mr. Gabrilska indicated that neighboring properties are contacted in advance of work starting. Bidding is scheduled for late-February / March of 2020. 2. Oregon Street (2020) – Plans are being finalized currently. Project area is from the end of last year’s project (21st Avenue), south to the Glatz Creek Bridge. Patching will continue south to 28th Avenue and the project area will include 28th Avenue. 3. Parkway Basin – City has not heard from the railroad. AECOM is trying to contact the railroad through different avenues. 4. Jeld-Wen Outfall – The contractor has installed sheet-pile and begun construction of the box culvert. The dredging will commence shortly. VII. Discussion of Future Meeting Agenda Items. Topics to be included on future agendas include: A. Discussion of modeling for extreme events. Topic can be removed from future agendas. B. AES vegetation management update C. Updates on Gallups and Johnson Creek studies D. Adopt-A- Pond program E. List of CIP projects that have been funded but not completed. F. Approval of 2019 MS4 Permit Annual Report – This item is important for the next meeting for the submittal deadline. G. Illicit discharge detection and elimination update. VIII. Adjournment.
