HomeMy WebLinkAboutStorm Water Utility Board Minutes 12-19-2019Drainage Grading and Erosion Control Plan Review STORM WATER UTILITY APPEALS BOARD Minutes December 19, 2019, 7:30 am Oshkosh City Hall, Room 404 Present: John Kiefer; Maureen Muldoon, Paul Janty, and Kyle Clark; Absent: Richard Pratt; Mr. Kiefer departed 8:35 am; Mr. Janty conducted meeting as vice-chair. Also Present: Justin Gierach, Engineering Division Manager / City Engineer; Dan Gabrilska, Civil Engineering Supervisor; Jim Bachhuber, Brown and Caldwell Call to Order. Mr. Kiefer called the meeting to order at 7:32 am. Approval of November 21, 2019 Meeting Minutes Motion to approve November 21, 2019 minutes. (Mr. Janty/ Mr. Clark). Approved 4-0 Discuss 2020 Storm Water Utility Capital Budgets and Projects (Justin Gierach and Dan Gabrilska) Mr. Gabrilska started the discussion on funded CIP projects: Oregon Street from 21st to 28th </Storm sewer portion budgeted at $1.6 million Snell Road reconstruction: Storm sewer portion budgeted at $766,000 for Snell Road, plus Main Street storm sewer at $1.8 million. Smaller miscellaneous storm sewer projects from street repairs and other utility projects. Parkway Ave. Detention Basin still on hold but budgeted for 2020 if RR approval can be obtained. Westowne Basin: land acquisition is budgeted for 2020. Vegetative planting for Libby / Nicolet and Oshkosh Corp basin. Citywide SWMP Update: budgeted at $80,000 (total project ~ $165,000 with DNR grant funding the difference.) Mini-storm projects ($650,000). Mr. Janty asked how many people were on the list. Mr. Gierach estimated about 50 residents which will likely require the full budget amount or, may exceed the budget. Ms. Muldoon asked how lower scoring projects get approved. Mr. Clark replied that the score is a compilation of different infrastructure needs. Mr. Gierach added that the scoring is relative to other projects. Mr. Gierach added that the City Manager does the actual scoring. < Mr. Janty questioned why CIP is being used for a vegetation planting project. Mr. Janty believes the budget for this work should not be borrowed. Mr. Gierach replied that he understood the concern and will discuss with Public Works management. Discussion / Presentation: Overview of City’s Stormwater Management Program (Jim Bachhuber and staff) Mr. Bachhuber provided an overview of the various levels of stormwater management analyses that occur within the City’s program. The overview started with the broadest scale planning (City-wide planning) and continued with Basin Planning, CIP / Road Project Modeling, and Site Plan review. Ms. Muldoon brought up the issue regarding changing rainfall patterns and how the City may incorporate this uncertainty into current and future stormwater modelling and infrastructure sizing. Mr. Bachhuber will put together information comparing past and current rainfall design storm information and how the City might move forward properly sizing future stormwater infrastructure. < Update on Inlet Marking (Medallions) Project (Dan Gabrilska) Mr. Gabrilska provided an overview of the medallions and examples. City staff conducted an informal field survey of medallions and found them fixed to both the curb (concrete) and inlets (metal). Of the areas surveyed, a high per cent of medallions were found still in place from the locations that were installed in the last couple of years. Older locations <had less medallions found, and it is presumed these have come off the inlet. Ms. Muldoon expressed she is not in favor of putting medallions out if they don’t last. Mr. Clark recommended that the program return to a stencil or some other marking approach. Mr. Gabrilska stated that this program needed further discussion. Program Updates. (Justin Gierach and Dan Gabrilska) Mr. Gabrilska provided the following project updates: Hazel Street: <Street is open, and project is complete. Oregon Street: Street is open, and the project is complete. Ceape Parking Lot permeable pavers: <Project is complete. Parkway Basin: Nothing new to report with RR negotiations. Wittman Airport culvert: Nothing new to report. Construction< in spring 2020. This is a county funded project. Waukau Bridge: concrete pavement is done. Some miscellaneous work yet to be completed. Jeld-Wen Outfall: Sheet piling is installed. Work will begin in January. Outfall permit is still pending from DNR. Update on DNR 2020 Urban NPS Planning Grant. 2020 CIP storm sewers are in design phase South Park Pond: new vegetation planting will take place in 2020 Discussion of Future Meeting Agenda Items. Topics to be included on future agendas include: Discussion of modeling for extreme events. City can show what current modeling indicates for 100-year events pre- and post- management conditions. Include graphic of areas that are under some type of management. AES vegetation management update Updates on Gallups and Johnson Creek studies Rate changes Adopt-A- Pond program List of CIP projects that have been funded but not completed (from previous years CIP). Comparison of rain events based on past government documents and rainfall trend data. Adjournment. Motion to adjourn (Mr. Clark / Mr. Janty (Approved 4-0 ) Adjournment at 8:48 am.
