NEW BUSINESS
1. Consider and recommend approval of donation of a Gulf War Memorial monument at
South Park war memorial area
The Vietnam Veterans of America and Associates, Chapter 437, Oshkosh, WI has proposed
donating a marker to be erected at the site of the current Veterans Memorial Monument
within South Park to commemorate those lost during the “Gulf War/ War on Terrorism”.
The marker would be placed at the base of the existing monument within the flower bed.
The Vietnam Veterans of America Chapter 437 representative has met with Parks
Department staff regarding the proposed marker and has had G. Reinke & Company design
the marker. The upright marker as designed shall be 48” wide and 30” high and constructed
of Southern Grey marble to match the existing monument. Graphics of the proposed design
are included within the meeting packets.
Staff recommends approval of the marker donation as designed and the installation in the
stated location.
2. Consider and recommend placement of sign at George Washington Triangle for a donated
Liberty Elm tree
The Wisconsin Society Sons of the American Revolution and Wisconsin Society Daughters
of the American Revolution recently donated a Liberty Elm tree placed at the George
Washington Monument area adjacent to Menominee Park. The Liberty Elm is a clone from
the Liberty Elm tree that stood in Boston Common in the years prior to the American
Revolution.

The groups have requested that a provided sign be installed next to the Liberty Elm to tell
the history of the tree. A photo of the proposed sign with black metal mounting pole is
included in the meeting packets.
Staff recommends approval of the sign as designed and the installation in the stated location.
3. Consider and recommend trail route name (Bicycle and Pedestrian Advisory Committee
recommendation).
The Bicycle and Pedestrian Advisory Committee has been working on branding/naming
for a bicycle/pedestrian trail route essentially from Main Street to I-41. Naming of a trail
route aids in the marketing of the trail route and helps to identify a looped system in
Oshkosh. Alexa Naudziunas, Associate Planner for the city, will attend the meeting to
provide further information on the process that the Bicycle and Pedestrian Advisory
Committee followed to arrive at the recommended name of 5 Bridges Trail. As the route
encompasses many trails which the Parks Department oversees, the Board will provide input
into this matter and consider recommending this to the Common Council.
4. Discuss and recommend Capital Improvement Program (CIP) 2022-2026
The Board will discuss and recommend a 5-year Capital Improvement Program (CIP)
covering the years 2022 – 2026. Included in your packet is a list of projects staff is
recommending for each year, most of which were included in the 2021 – 2025 CIP that the
Advisory Parks Board recommended last year. The Board will review and prioritize the
projects for 2022-2026 with a focus being on years 2022 and 2023. Staff will provide an
overview of each of the projects.
5. Discuss potential park projects for City of Oshkosh American Rescue Plan Act (ARPA)
funds
The Board will discuss potential park projects for the Common Council and City Manager
to consider funding with ARPA funds that the city will be receiving. Some of these
potential projects may be included in the CIP discussion along with other potential projects

Board members may want to suggest. The City Manager and Common Council have
discussed criteria that ultimately the Council may want to consider when reviewing
potential projects including projects that are currently in approved plans or projects
related to the City’s strategic plan.
