The applicant is requesting an architectural building plan review for construction of a pavilion
building to be located at Lakeshore Park, 1725 Punhoqua Street.
Applicable Ordinance Provisions:
State Statute 62.23(5) requires the Plan Commission review the “location and architectural design
of any public building”.
Property Location and Background Information:
The subject site is located along Punhoqua Street and is part of the Lakeshore Park. Most of the
park is managed grassy areas. The Fox River and Riverwalk run to the north of the subject site.
Most of the properties to the south are single family residential uses. The location of the
proposed pavilion building is on the east edge of Lakeshore Park, just across Punhoqua Street
from Rainbow Memorial Park on the east. The Plan Commission and architect had a workshop at

the May 4th, 2021 Plan Commission meeting to discuss the project and see if there were major
concerns. Plan Commission was in general supportive of the project so the applicant is
requesting a formal architectural review of the proposed building.

The proposed structure is a four season pavilion building with associated vehicle and pedestrian
access and parking. The architect has situated the pavilion building at the north end of the
Punhoqua Street right of way, adjacent to the Lakeshore Park pond network and Fox River. The
project site is located at the junction of Lakeshore and Rainbow Parks and would serve both
parks. The proposed building would overlap the former golf course maintenance building to
leverage existing in-ground infrastructure according to the architect’s narrative.
The proposed pavilion building is planned to be 91’-1 1/8” wide by 80’-0” deep, and 3,653 sq. ft.
in size not including the exterior plaza or deck. Approximately 81 surface parking stalls are
proposed to the southwest of the building and the parking area is proposed at 29,920 sq. ft. The
pavilion building and parking are the first of two phases for the site. The pavilion building and
plaza are designed to preserve and maximize existing viewsheds. The plaza is oriented towards
the green and fairway of the 13th golf hole of the former Lakeshore Municipal Golf Course.
Mature trees frame this view and a future second project phase would turn the open space of the
former golf hole into a community lawn. The building would be elevated 5’ above the 100 year
flood level but would not obscure the view of the Fox River at the end of Punhoqua Street.

Above are the proposed building renderings and elevations.
The architectural features of the building are guided by cost, quality/durability, and aesthetics.
The architect proposes a standing-seam metal roof and matching standing-seam wall panel for
the building’s roof and portion of the walls. For the roof soffit a wood-look metal panel system is
proposed. Composite wood decking is proposed for the building’s deck. For the building’s core,
concrete masonry units (CMUs) and cast-in-place concrete are proposed for the walls. A glass
curtain wall is proposed for the primary gathering space of the building. The cast-in-place
concrete is textured which adds character to and breaks up the wall surfaces.
Staff believes that the pavilion building will not have a negative impact on the surrounding area
as the structure will be harmonious with the intended character of the general vicinity. The
design preserves and maximizes existing viewsheds on the site. Sufficient façade articulation will
be provided and the proposed structure is designed to maximize its relationships to the site.

The design of the project area, as guided by the Lakeshore Park Master Plan and site analysis, is influenced by a series of “drivers” that reflect the surrounding context. The direct adjacency to the Fox River and views of Lake Butte des Morts, recent riverwalk additions, former golf course lagoons and the proposed pier highlighted in the master plan makes water a primary driver of both site and building design. Equally important is relationship with the surrounding park space, including viewsheds comprised of open and enclosed landscapes. Further, the project’s location at the junction of Punhoqua Street and the extended riverwalk makes the arrival experience and character an important driver. Related, the project sits at the intersection of two parks, land and water, community and culture – all part of a rich fabric that this project has the opportunity to knit together. Finally, the close proximity to adjacent neighbors, including residents to the south and the new Oshkosh Corporation to the north, is an important driver to create a design that is respectful in terms of view, noise and traffic.

The design drivers of water, park, arrival, fabric and neighborhood outlined previously have been organized into guiding principles for site and building design and depicted graphically above. These are utilized to inform key decision about site organization and layout, building orientation and materiality. They were also used as criteria to evaluate design alternatives and achieve a preferred concept depicted on page 8. Finally, these principles will be utilized throughout subsequent design phases to achieve a final built project that achieves these important measurables.

TOPOGRAPHY
EXISTING SUB-SURFACE CONDITIONS
DESIGN APPROACH
Provided with a Geotech Report that the City of Oshkosh commissioned to help better understand the sub-surface conditions of the site, SmithGroup’s design team was able to gain a much better understanding of existing soil and site conditions including, but not limited to: - The existing site elevation where the new Four Season Building will be constructed is 1’-0” below the 100-year flood level - Due to unstable soil conditions, existing soils must be removed and replaced with engineered fill in order to provide a stable base for the Four Season Building’s foundation system
With this understanding, the design team will raise the slab-on-grade elevation of the building 5’-0” above the 100-year flood level and plan to over-excavate the unstable soils and back-fill with stable fill, where needed, in order to provide suitable bearing conditions for building foundations.

SITE CONTEXT
The Phase 1 project is located at the north end of the Punhoqua Street right-of-way, adjacent to both the northeast end of the existing Lakeshore Park pond network and the Fox River. The project site also sits at the interface between Lakeshore Park and Rainbow Memorial Park and is intended to serve both facilities. The proposed four-season building’s footprint overlaps the former golf course maintenance building; this location allows the project to leverage existing in-ground infrastructure.
The plaza is oriented toward and aligned with the green and fairway of former golf hole #13, which in turn is framed by mature trees. A future phase project will leverage the open space structure of this former golf hole, transforming it into a community lawn.
The parking lot is located and aligned to minimize impacts to existing trees along the west and south edges of the park property within the vicinity of the Phase 1 project. Its orientation relative to the fairway of former hole #14 allows for future parking lot expansion with minimal impact to existing
trees, ponds, and wetlands.
SITE DESIGN
The Phase 1 project is designed to fully-leverage the relationship between the four-season building and its context. Arriving to the site via Punhoqua Street, the northeast corner of the four-season building will command attention within one’s field of vision, but it will not obscure the long view through the terminus of Punhoqua to the Fox River.
The building itself will be elevated five feet relative to the surrounding park to ensure the structure sits above the 100-year floodplain. This relationship will create a prominent position for the building and will enhance views to the river and park from the building, its deck, and its terrace.
A lower level public plaza anticipates a future phase splash pad and will engages former golf hole #13 (whose open space structure remains), which will be transformed into a community lawn in a latter phase of redevelopment.
Both vehicular and pedestrian circulation networks are designed to be efficient and light on the land while anticipating potential expansion and connections to future phase park construction.

BUILDING/SITE RELATIONSHIP & VIEWS
With an understanding of where the primary gathering areas in and around the four season building are, and what the relationship is between these areas and the greater site context, the design team began to push and pull portions of the program to allow for as much equity-of-use between the open use and rentable portions of the building program as possible. While the rentable portion of the program (the Assembly Room and Adjoining Deck) were positioned in such a way on the site to allow for primary water views, the design team felt that it was important that park users also be afforded equal opportunity to take advantage of these same views if the rentable portion of the building was inaccessible. By beginning to position and sculpt the open-use terrace in such a way that it extends beyond the, mostly, rectilinear form of the building we were able to achieve those primary water views that would have otherwise been obstructed. In addition, the Terrace is also afforded unrivaled views of the park, plaza and drop off areas of the surrounding site.

FOUR-SEASON BUILDING EXTERIOR MATERIALITY
As a general guiding principle, the following will be considered in all material and interior finish selections: - Cost o Will the incorporation of the material or finish allow the project to stay within budget? - Quality/Durability o Is the material known for its low-maintenance, durability, and long-lifespan properties? Considering the project’s location in a public park setting, and in close proximity to the water, only materials that meet these criteria will be considered. - Aesthetic o The overall project’s material palette will be considered in each individual material’s selection. The building’s materiality should have a strong relationship to those selected for the site. In general, a warm natural palette of stone, cast-in-place concrete, wood-look soffit, wall panels, and decking as well as vision glazing make up the building’s material palette. A standing-seam metal roof and matching standing-seam wall panel system is being proposed for the building’s roof and portion of the exterior wall cladding. A wood-look metal panel system is being proposed for the roof soffit. Composite wood decking is being proposed for the four-season building’s deck. The walls within the building’s shared core are currently envisioned to be constructed of, traditionally, less expensive more utilitarian materials such as concrete masonry units (CMUs) and/or cast-in-place concrete. The interior walls of the restrooms are envisioned to be built of durable, water-resistant material such as painted CMU. A curtainwall system of vision glazing panels will serve to enclose the majority of the building’s primary gathering space – the Assembly Room. A polished concrete floor is being considered for the Assembly Room and Warming Kitchen’s floor. Epoxy flooring is being considered for the restrooms. An unpolished concrete floor is being considered for the Storage and Mechanical Room.
