POTENTIAL EXPANSION OF INSTITUTIONAL RESIDENTIAL USE AT 901 COUNTY RD Y. Subject site is located on the south side of County Road Y, west of Jackson Street, owned by Winnebago County and is zoned Institutional (I) District. A conditional use permit was approved in 2018 for an institutional residential facility for a County resident convicted of a sexual offense (Wis. Stat. 980) and deemed ready for release. The CUP was amended in 2020 to allow for a second resident to be housed within the same building. Staff has been approached about expand the institutional residential use for additional residents. This would require a conditional use permit amendment. PERSONAL STORAGE FACILITY PROPOSAL AT 1222-1228 W SOUTH PARK AVENUE. Subject site is located on the north side of W South Park Ave. and is primarily used for industrial purposes. The site is 4.6 acres in size and zoned Heavy Industrial (HI) District. The applicant is proposing to construct two 12,000 sq. ft. personal storage facility buildings with a total of 139 storage units. Personal Storage Facility is a conditional use in the HI District. The proposed plans appear to meet zoning requirements for the HI District, but will require a Conditional Use Permit. The proposed storage use is in conflict with the South Park Corridor Land Use Plan which recommends higher density residential, low intensity commercial, professional offices and medical facilities, and public uses for the subject area. DAY-BY-DAY WARMING SHELTER PROPOSAL AT 420 CEAPE AVENUE. Subject site is located at the northwest corner of Ceape Ave. and Broad St., and also has frontage on Otter Ave. The site is currently vacant and zoned Urban Mixed Use District with a Planned Development Overlay (UMU-PD). The applicant is proposing to develop the site for a day-by- day warming shelter, which is considered an indoor institutional land use and is not permitted in the UMU district. The development will required Planned Development approval as the site is zoned with Planned Development Overlay. Page 2
