PURPOSE: AWARD BID TO FIVE ALARM FIRE & SAFETY FOR STRUCTURAL
FIREFIGHTING FOOTWEAR FOR THE FIRE DEPARTMENT
($43,560.00 ESTIMATED)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for replacement
firefighting footwear for the Fire Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Estimated Total Bid: $43,560.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of the same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Five Alarm Fire & Safety for Structural Firefighting Footwear for the Fire
Department ($43,560.00 estimated)
BACKGROUND
The Common Council allocated $49,500.00 in the 2021 CIP for replacement firefighting footwear for the
Fire Department. The National Fire Protection Association (NFPA) 1851 Standard recommends that
structural firefighting boots have a service life of ten years. The majority of the Oshkosh Fire
Departments firefighting boots have exceeded this service life recommendation. This purchase will bring
the department’s issued inventory of firefighting boots in compliance with the NFPA 1851 Standard for
age and also updates to the standard regarding slip resistance, puncture protection, and chemical and
blood borne pathogen resistance in order to best protect our firefighters.
ANALYSIS
The bid was sent to known vendors for firefighting footwear. The bid was for an estimated order of 120
boots. Bids were due May 17, 2021. The bid tab is attached. From review of the bids it was the consensus
of staff that the low bid met the minimum bid requirements.
FISCAL IMPACT
Based on the estimated order amount of 120 boots, at the low bid price the fiscal impact is anticipated to
be $43,560.00. This bid will be charged to the 2021 CIP A/N# 03230230 7204 66105 (Machinery &
Equipment: Turnout Gear).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Five Alarm Fire & Safety for the
estimate of $43,560.00.
