PURPOSE: REVISE 2021 COMMUNITY DEVELOPMENT BLOCK GRANT
ANNUAL ACTION PLAN TO INCREASE ALLOCATION BY
$12,210 ($840,760.00)

WHEREAS, the Common Council previously approved submittal of the 2021
Annual Community Development Block Grant (CDBG) Action Plan to the US
Department of Housing and Urban Development (HUD) in the amount of $828,550; and
WHEREAS, the City was notified by HUD that its 2021 allocation will increase by
$12,210 to $840,760; and
WHEREAS, the revised 2021 Action Plan has been developed to ensure that the
activities to be carried out meet one of the national objectives of benefit to low- and
moderate-income families; or aid in the prevention or elimination of slums or blight; or
meet other community development needs having a particular urgency because existing
conditions pose a serious and immediate threat to the health and welfare of the
community.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the revised 2021 Action Plan budget, per the attached Exhibit A, is hereby
approved contingent upon final approval by the U.S. Department of Housing and Urban
Development of the projected funds and proposed projects, including any proposed
acquisition projects, and the proper City officials are hereby authorized to make
appropriate budget amendments for purposes of same.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to file and execute the necessary documents and assurances required by the
U.S. Department of Housing and Urban Development and any and all additional
information required.

RE: Revise 2021 Community Development Block Grant Annual Action Plan to Increase
Allocation by $12,210 ($840,760.00)
BACKGROUND
Earlier this year Council approved the submittal of the 2021 CDBG Annual Action Plan in the amount of
$828,550 based on notification from the US Department of Housing and Urban Development (HUD) of
the 2021 entitlement allocation. Earlier this month staff was notified by HUD that the 2021 allocation was
once again modified and the City would receive an additional $12,210.
ANALYSIS
Staff is requesting Council approve the revised 2021 CDBG budget in the amount of $840,760. The
$12,210 increase will be added to the Central City activity revising the original allocation from $59,000 to
$71,210. The Central City funds are used to address slum and blight elimination, such as acquisition and
demolition related costs. The table attached to the Council resolution lists all 2021 programs and activities
to be funded and the revised funding for Central City.
FISCAL IMPACT
Approval of the revised 2021 CDBG Action Plan by Council will result in the City receiving $840,760 in
CDBG entitlement funds to be used for projects and activities identified in the 2021 Action Plan. This
revised budget allocates the City's entire 2021 CDBG allocation of $840,760. While the CDBG program
does not require leveraging, the program does leverage other resources. The City budgets funds in the
Capital Improvement Program and through the Healthy Neighborhood Initiatives program for
additional programs for housing improvements and down payment assistance activities, public facilities
improvements, landscaping, curb appeal projects and acquisition of properties to eliminate slum and
blight. All these programs/activities leverage additional tax dollars being brought into the community.
RECOMMENDATIONS
Council approves the revised 2021 CDBG Annual Action Plan and authorizes its submittal to the US
Department of Housing and Urban Development.
