FIRST ROUND OF ARPA FUNDS DEPOSITED: The City received the first distribution of ARPA funds of $10,257,242 on May 20, 2021. The remaining funds are scheduled to be distributed in May 2022. The eligible spending period is March 3, 2021 – December 31, 2024. Eligible expenditures need to be designated by December 31, 2024 and must be depleted by December 31, 2026. City staff is currently drafting funding application and input forms for citizens, non-profit organizations, community groups (including Boards and Commissions), and neighborhood associations. Staff will plan an update at the June 8th meeting on next steps in this process. 2. SUPPORT FOR SHERRIFF’S BOATHOUSE RECONSTRUCTION: Sheriff Matz contacted the City recently regarding reconstruction for the boathouse located at the end of Broad Street where the Sheriff’s Department stores their water rescue boat and equipment. The boathouse was used by the Oshkosh Police Department but turned over to the Sheriff’s Department in 1980 when the Police Department no longer performed those functions. On August 7, 1980 by Resolution #11, the Common Council approved transferring of the boathouse to the County. For some reason, the transfer was never completed at that time. The Sheriff Department is working through funding and with permitting processes with WDNR for this project, so time was of the essence. Because the property itself is within the Broad Street right of way, it was not possible to transfer the land directly to the County, so staff prepared a 99 year lease for the property. The boathouse itself was transferred via a bill of sale. Because the transfer was previously approved by a prior Council it does not require additional approval, but I wanted to make you aware of the quick and innovative cooperation between city staff and the Sheriff’s Department to resolve this situation. 3. POW WOW AND CEMETERY TOURS: In honor of the Menominee Clan Story, carved and painted by Menominee artist James F. Frechette, Jr., we invite you to the opening of this new exhibition. The opening will include a Pow Wow as a gathering for us to join, dance, sing, and honor the culture of the Menominee. The Pow Wow will consist of two Native American food vendors and thirteen art vendors. The Pow Wow is free to the public and general admission for Museum entry. The Pow Wow will be on June 5, 2021, from 12-5 pm, with the grand entry at 1:00 pm. Bring your chair or blanket, and enjoy this traditional Pow Wow on the grounds of the Oshkosh Public Museum. Each year people enjoy attending the historical cemetery tours the Museum offers at Riverside Cemetery. This year, we offer three different tours, May through July; For Art's Sake, People and Places in Historic Oshkosh, and Civil War. WELCOME TO THE OPD TEAM: On Thursday, May 20, 2021, during a Police and Fire Commission meeting, the Oshkosh Police Department celebrated the hiring of three new Police Officers, Andy Baltadano, Austin Wunnicke and Evan Atkinson. Congratulations and welcome to the OPD Team!  Andy Baltadano is originally from Las Vegas, Nevada, before relocating to Menasha, Wisconsin, in 2015. He earned his Bachelor’s degree in Criminal Justice from the University of Wisconsin—Oshkosh in January 2021. On January 6, 2021, he was hired as an Oshkosh Police Cadet where he completed his Wisconsin Law Enforcement Certification through Fox Valley Technical College Recruit Academy in May 2021. Andy Baltadano was previously employed with the Oshkosh Police Department as a Parking Control Officer before transitioning to a Community Service Officer prior to becoming a Police Officer with the Oshkosh Police Department.  Austin Wunnicke is originally from Boscobel, Wisconsin. He earned his Bachelor’s degree in Criminal Justice in May 2021 through the University of Wisconsin—Oshkosh. On January 6, 2021, he was hired as an Oshkosh Police Cadet, completing his Wisconsin Law Enforcement Certification through Fox Valley Technical College Recruit Academy in May 2021. Prior to becoming a Police Officer with the Oshkosh Police Department, Austin Wunnicke was previously employed at the University of Wisconsin—Oshkosh Police Department as a Community Service Officer .  Evan Atkinson is originally from Appleton, Wisconsin. He completed his Wisconsin Law Enforcement Certification through Northeast Wisconsin Technical College in May 2021. Evan Atkinson was previously employed as a Community Service Officer with the Grand Chute Police Department prior to becoming a Police Officer with the Oshkosh Police Department. 5. CONGRATULATIONS RETIREES: On Thursday, May 20, 2021, during a Police and Fire Commission meeting, the Oshkosh Police Department presented retirement shadow boxes to retired Captain Kelly Kent, Detective April Hinke and Officer Mike Wissink. We want to thank them for their exceptional dedication and service to the Oshkosh Police Department and to the City of Oshkosh. We wish them the very best for a long and healthy retirement!  Detective April Hinke retired on February 5, 2021. Detective Hinke proudly served the Oshkosh Police Department and the Oshkosh community for nearly 25 years, serving as a Detective for the past 16 years. Detective Hinke performed the duties of Patrol Officer, School Resource Officer and Detective. During her tenure with the department, she served as a member of both the Tactical Unit and Drone Team. For her performance in the line of duty, April received numerous Supervisor’s Logs, Letters of Commendation, a Noteworthy Performance of Duty in 2018, and was awarded two Departmental Commendation Medals, one in 2007 as well as one for a multi-million dollar fraud investigation that spanned the time frame of 2015-2017.  Captain Kelly Kent retired on February 10, 2021. Captain Kent proudly served the Oshkosh Police Department and the City of Oshkosh for more than 30 years, including the last 12 ½ half years as a Captain. During his tenure with the Department he served as a Patrol Officer, DARE Instructor, MEG Unit Investigator, Detective, Patrol Sergeant, Patrol and Investigations Lieutenant, and Captain where he was successively in charge of the Investigative, Patrol, and Administrative Bureaus. He also served as a Crisis Negotiator for 10 years and was the team’s leader for the past 12 ½ years.  Officer Mike Wissink retired on March 12, 2021. Officer Wissink proudly served the Oshkosh Police Department and the City of Oshkosh for over 23 years where he most recently served as a School Resource Officer at Oshkosh West High School since 2017. Officer Wissink performed the duties of Patrol Officer, SWAT Team and Tactical Team member, and Department Instructor before his assignment to the Lake Winnebago Area Metropolitan Enforcement Group (MEG) Drug Unit in 2007. From 2012-2014, he also served as an Investigator with the Oshkosh Police Department Drug Task Force before returning to Patrol. Throughout his career, Mike was awarded the Medal of Honor in 2004 for his heroic actions during a structure fire, the Meritorious Service Medal for his service to a fellow officer in need, and twice received the Department Commendation Medal for his investigative skill. For his recent actions at Oshkosh West High School, Officer Wissink was awarded the Medal of Valor and recognized as the Oshkosh Police Department’s Police Officer of the Year and received the National Association of School Resource Officers’ National Award of Valor. 6. UPCOMING MEETINGS: Among the meetings I have scheduled for the week of May 24 include the following: At 8:00 AM on Monday I will be meeting with Mayor Palmeri to discuss Tuesday’s agenda. At 10:30 AM I will be meeting with staff to discuss the Oshkosh Convention Center maintenance needs. On Tuesday at 9:00 AM I will be meeting the new Oshkosh Housing Authority Executive Director, Stuart Kuzik. At 9:30 AM I will be on WHBY radio for their “Fresh Take” program with Josh Dukelow. Please note, all day Wednesday and Thursday morning I will be participating in the Diversity, Equity and Inclusion training along with other staff members, department heads, and supervisors.
