HomeMy WebLinkAbout_43 East 7th Avenue Presentations and Q&A Memo TO: City of Oshkosh Redevelopment Authority and Common Council FROM: Kelly Nieforth, Economic Development Services Division Manager DATE: May 12, 2021 SUBJECT: 43 East 7th Avenue Presentations and Q&A PRESENTATIONS Each developer will be allowed to discuss their proposal for 10 minutes with a Q&A period after each presentation. The submitted proposals and a document with follow up information that was requested from City staff are included in the packet. DEVELOPER MATRIX A matrix is included in the packet with the project criteria and other information to consider when reviewing the proposals. The last page of the matrix includes the RFP criteria and goals for your use in order to judge the proposals. Due to the nature of the criteria and goals, it is not a scoring sheet because a score cannot be assigned to each item but rather a way to gather your thoughts and prepare any questions you have. NEXT STEPS Based on the discussions, RDA and Council members may ask City staff to provide additional information or request supplementary information from the developers before RDA members make a decision. An RDA meeting in June will be scheduled to review additional information gathered, obtain public input on all proposals, and to hold a closed session to negotiate the parameters of a Development Agreement. FUTURE PHASES After an Option is awarded to a developer, the developer will need to obtain zoning and site plan approval through Plan Commission and Common Council. A tax increment district will need to be created which will first require a presentation to Common Council and then Plan Commission, Common Council, and Joint Review Board approval. After the TID is created, a Development Agreement will need to be agreed upon with the developer and approved by the RDA and the Common Council.
