Rohloff, City Manager DATE: May 6, 2021 RE: Professional Services Agreement with Donohue & Associates, Inc. (Donohue) For City of Oshkosh Wastewater Treatment Plant Concrete Condition Assessment ($33,935) The City of Oshkosh (City) owns and operates a Wastewater treatment Plant (WWTP) that treats wastewater from the Oshkosh Sewer Service Area. The majority of the concrete structures at the WWTP were constructed in 1975 or 1995. The aging concrete is showing signs of deterioration and, in some instances, leakage. The City asked Donohue to provide a proposal to review and document the condition of existing concrete structures; identify and evaluate alternatives to address or remedy failing or deteriorating concrete structures; document alternative cost opinions, advantages, and disadvantages; and recommend alternatives that would provide the most favorable long-term value to the City. Donohue was selected due to their extensive structural engineering experience and their experience with the structures at the WWTP. The cost of these services is estimated not to exceed $33,935 and will be funded from the Wastewater Utility section of the 2021 Capital Improvement Program (Account #03221910-7214- 64150 / Sewer Capital Fund-Buildings-WWTP Building Improvements). Chapter 12 of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. In accordance with Section 12-16 of the Code, I am here by submitting this report regarding this professional services agreement. MAR/smg
