PURPOSE: AWARD BID TO CMM & ASSOCIATES FOR OSHKOSH SENIOR
CENTER SOUTH ROOF REPLACEMENT FOR GENERAL
SERVICES ($67,582.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof and
structures replacement for the Oshkosh Seniors Center South building; and
WHEREAS, upon the opening and tabulation of bids, the following is the most
advantageous bid:

Total Bid: $67,582.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to CMM & Associates for Oshkosh Seniors Center South Roof Replacement
for General Services ($67,582.00)
BACKGROUND
The Facilities Maintenance Division works closely with our roofing consultant from Specialty
Engineering Group (SEG) to regularly monitor, update and prioritize the annual replacement schedule
for our buildings’ roof systems and structures. The 2021 CIP Roofing/HVAC CIP was allocated
$500,000.00. The two roof replacement project priorities for 2021 are to replace the roofs on Fire Station
18 and the Oshkosh Seniors Center South building. Both roofs have exceeded their normal service life
and are in need of full replacement. Separate invitations to bid were issued for both projects. This memo
is for the Seniors Center South roof project.
ANALYSIS
Working with SEG and Facilities Maintenance staff, Purchasing prepared bid specifications for this
project. The bid was advertised in the local newspaper and posted on DemandStar. Bids were due April
22, 2021. The bid tab is attached. It is the consensus of SEG that the low bid from CMM& Associates
meets all the minimum bid requirements and covered all aspects of the project in their bid.
FISCAL IMPACT
The fiscal impact of this bid is $67,582.00. This bid, added to SEG’s fee of $10,500 brings the total fiscal
impact of this project to $78,082.00. The 2021 Roofing/HVAC Fund has been allocated $500,000.00. With
the inclusion of this project and factoring in current/pending projects, the HVAC/Roofing CIP Fund has
sufficient funds for this project. This project will be charged to A/N#: 03230130 7214 63035
(HVAC/Roofing Replacement Program).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to CMM & Associates for $67,582.00.
