TO: Honorable Mayor & Members of the Common Council FROM: Mike Stanley, Fire Chief DATE: April 28, 2021 RE: Budget Amendment for 2021 Fire Special Revenue Fund 0235-0230 for purchase of firefighting hoods ($21,600.00) BACKGROUND In order to best provide for firefighter health and safety, the Oshkosh Fire Department contracted for an evaluation with Firefighter Cancer Consultants. Facilities, equipment, policies, and practices were evaluated. A comprehensive report was created with recommendations on steps the department could take to reduce the risk of occupational cancer for its firefighters. ANALYSIS The amendment will allow for the purchase of particulate blocking fire hoods. The need for the improvement in protective equipment was identified by the Firefighter Cancer Consultants evaluation. This purchase is being made secondary to their recommendations and will be of direct benefit to the department and its personnel. FISCAL IMPACT A donation in the amount of $10,800 was received in 2020 for firefighting equipment. This donation was not spent in 2020. The funds were matched with an existing fund balance in the Fire Special Revenue Fund. A Budget Amendment is necessary to allow for an increase of expenditures in account 0235-0230- 6538-20568, Firefighting Equipment, to facilitate the purchase of said protective equipment. RECOMMENDATION The recommendation would be that Common Council approve this amendment so purchasing the equipment can occur. This will allow us to purchase the recommended protective equipment to further support cancer prevention for our firefighters. Respectfully Submitted, Approved: Mike Stanley Mark Rohloff Fire Chief City Manager
