SUBJECT: Item 8: 1523 North Main Street – Potential Historic Plaque – Discussion/Action
1.) Initiated by: Audrey Spanbauer - Property Owner, 1523 North Main
This property is a contributing structure in the North Main Bungalow District. It is the
Jack H. & Jennie B. Riegel House of 1927 and is a Tudor Revival example. It is not
individually-listed on the registers. The owner would like to apply for an historic
plaque and seeks Landmarks’ support.
2.) Is the item related to an Historic District/contributing, listed individually, Landmarked
or eligible?
This property is a contributing structure in the North Main Bungalow District.
2a.) Does item conform with all Local, State, or other Ordinances, Statutes?
The plaque conforms with all applicable ordinances and standards. The Commission
needs to decide if the plaque meets one of the historic plaque criteria laid out in the
brochure detailing the historic plaque program.
2b.) Has the State Historical Society been notified or involved?
No. The historic plaque program is a local program.
2c.) Are other organizations or entities involved?
No.
3.) Are Historic Tax Credits applicable for this item?
No. The plaque program is a local program. However, the property could be eligible
for tax credits under the homeowner program for qualifying work.
4.) Does this pertain to municipally-owned structures?
The property at 1523 North Main is privately-owned.
5.) What is the Commission priority # for this item?
Ongoing projects and property owners that approach the Commission for input are a
top priority of the Commission, along with other ongoing tasks.
5a.) Does the Commission have enough information for action(s)?
The Commission can discuss and determine if they would be willing to take on the
task of researching the property as a first step in the process.

The Commission should discuss the item and determine what information is available

whether the Commission wants the owners to do research. The Commission should
decide whether to approve the plaque and move forward with the project. The only
information staff has on file is in the North Main Street Bungalow nomination form and
the nomination does not list anything on the house except for the name, year built, and
architectural style.
The property owner informed staff that they had to rebuild their garage in 2003 because it
was leaning and unusable and they replaced windows in 2005 because the windows were
dry rotted. Both these things were done before the house was listed as a contributing
structure in the North Main Street Bungalow Historic District. The property owners
moved into the home in 1998 and the only other thing they did was restore the front door
to what they think it looked like when the house was built. The cedar shake on the
house is original and they added cedar shake on the garage front to complement the
house siding. Other than the work listed and painting the exterior/cedar shake and
landscaping, the owners are not aware of what was done prior to them moving in.

The original siding is intact according to the owners. The project does not involve any
restoration at this time.

N/A – the property owners pay for the plaques.
5.) Take actions?
The Commission can vote on whether to approve the plaque and decide if any
commissioners would be available to help conduct research on the property.
6.) Follow up?
Staff would work with the property owner and foundry on the plaque process and
volunteer commissioners would work on researching the property.
