Rohloff, City Manager DATE: April 16, 2021 RE: Professional Services Agreement with Kueny Architects for Architectural and Engineering Services for GO Transit Downtown Transit Center Improvements ($66,240.00) BACKGROUND GO Transit recently completed a downtown transit center site selection and feasibility study. The study evaluated the Downtown Transit Center location, and GO Transit’s current and future needs for facilities. Immediate and long-term needs were considered and recommendations were made. The COVID-19 pandemic further demonstrated the inadequacies of our downtown transit center in meeting the needs of our transit staff and transit riders. Specifically, no break space for transit drivers, work space for our operations supervisor or customer service counter. Also, a single user staff restroom that is non-ADA compliant is the only restroom available. These inadequacies have made it challenging during normal operations without the compounded complications of the pandemic. The platform has pavers and concrete which have surpassed their useful service life and have cracking/heaving. The benches/fixtures and landscaping are in great need of updating. On April 15, 2020 the Transit Department was awarded Federal CARES Act funds by the Federal Transit Administration to mitigate the impact of COVID19 and support transit recovery including improvements to infrastructure. These funds have and continue to help GO Transit with many projects such as installing driver/passenger barriers and air purification systems. The Transit Center is the next project that will utilize CARES funds. The Common Council allocated in the 2021 CIP and the FTA supports using $1.8M of Federal Transit Administration CARES Act funds to complete a small addition to the mechanical/comfort station building to add breakroom space for transit staff, upgrade the staff restrooms to ADA standards, add office space for transit supervision and customer support, and update the transit platform and landscaping. The project is expected to begin in the coming weeks and should be completed by spring, 2022. ANALYSIS An RFP for architectural and engineering services for this project was issued on February 12, 2021 and was due on March 25. The RFP was sent to known architectural/engineering services consulting firms. Five firms submitted proposals. In compliance with the federal funding associated with this procurement, the evaluation process followed the qualifications-based evaluation process as required by the federal Brooks Act. As such price was excluded as an evaluation factor and the proposer’s qualifications were scored against the stated RFP criteria that included key personnel/capacity, technical proposal, past performance, and familiarity and understanding of Federal Transit Authority requirements. A cross-functional evaluation team of City staff evaluated the proposals. Based on the evaluation process, it was determined that the proposal from Kueny Architects met or exceeded all the criteria identified in the RFP, resulting in the highest score of all proposers. Specifically, staff felt Kueny’s extensive experience in both design and construction administration of transit funded projects was superior to the other proposals. Follow up on Kueny’s references confirmed a very high level of satisfaction, professionalism and completeness. Kueny’s recent transit facility projects include the Madison Metro Transit Remodeling projects, Dunn County Transit Facility, Dubuque Jule Transit Joint Operations and the City of Kenosha McCarthy Transit Center. Kueny also has experience with the City of Oshkosh having been the architect for the Public Works Department’s Field Operations Center project in 2014 and most recently, being awarded architect for the Parks Department Administration/Operations Facility. FISCAL IMPACT The total fiscal impact of Kueny’s cost proposal for architectural and engineering services is $66,240.00. This award and the subsequent construction will be 100% funded by FTA CARES Act funds. There is no local share. This project is being be charged to A/N#: 05111728-7214- 11109 CARES-TRANSIT-BUILDING IMPROVEMENTS. This project has a total budget of $1.8M in the 2021 CIP which including architecture, engineering and construction. RECOMMENDATION Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including these services, may be procured without the use of competitive bidding or quotation process.
