RE: Cooperative Purchase of Speed Boards and Rectangular Rapidly Flashing Beacons for
the Jackson Street Corridor Plan and Safety Study ($45,882.15)
BACKGROUND
The Common Council allocated funds in the 2021 CIP for the implementation of the Jackson Street
Corridor Plan and Safety Study which includes speed boards and rectangular rapidly flashing beacons
(RRFB’s). As part of this project the City’s Electric Division is to purchase and install this equipment to
improve pedestrian and vehicle safety as well as calm traffic.
ANALYSIS
Purchasing has confirmed that the necessary equipment for this project can be procured through the
OMNIA Partners (formerly U.S. Communities) cooperative contract # 2020-200 via TAPCO (Traffic &
Parking Control Co., Inc.). This procurement will include four of TAPCO’s Traffic Logix Evolution 12
speed display units and a set of the RRFP pedestrian signals. Purchasing has confirmed this purchase is
pursuant to the cooperative purchase exception of our purchasing ordinance.
FISCAL IMPACT
The total fiscal impact for this equipment from TAPCO is $45,882.15 and has been charged to A/N#
03230740-7216-63072 (Jackson Street Corridor Safety Study). This purchase is included within the total
estimated cost for all Traffic Improvements CIP related items for this project. The 2021 CIP allocated
$60,000 funding for this project.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If
