RE: Professional Services Agreement with AECOM Technical Services, Inc. (AECOM) for
Survey Support Services for the 2021 Construction Season ($51,300)
The Department of Public Works requested a proposal from AECOM to provide field staff to assist with
the City of Oshkosh’s (City) survey team during the spring and summer of 2021. The City requested this
assistance due to a shortage of summer part-time help applications, staff shortages due to open positions,
and in an effort to complete design of projects for the 2022 construction season in order to be more
proactive with private utility company notifications. Communication and coordination with the other
users of the public right-of-way is critical for the successful completion of construction projects. In recent
years, the private utility companies have been pushing to get plans sooner to allow themselves more time
to complete their design work.
The AECOM field staff will be partnered with an experienced City staff member. The City will be
providing the necessary survey equipment and AECOM will be providing their staff member with the
necessary personal protective equipment in accordance with their Health and Safety Plan.
The cost of these services is estimated not to exceed $51,300 and will be funded from the 2021 Capital
Improvement Program (Account #03210410-6801-04091/Contract Control-Paving-Annual – Envir
Assmts/Subsf, 03210410-6802-04091/Contract Control-Sanitary Sewer-Annual – Envir Assmts/Subsf,
03210410-6803-04091/Contract Control-Water Main-Annual – Envir Assmts/Subsf, and 03210410-6804-
04091/Contract Control-Storm Sewer-Annual – Envir Assmts/Subsf).
Chapter 12 of the Municipal Code provides that professional services of a specialized nature, including
engineering services, may be approved by the City Manager without the use of formal, sealed quotes. In
accordance with Section 12-16 of the Code, I am here by submitting this report regarding this
professional services agreement.
