NOVEMBER 1ST UNTIL APRIL 30TH

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 27A-11 pertaining to parking regulations on designated
streets and alleys of the Oshkosh Municipal Code are hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
Add Thereto: No parking, west side on Cumberland Trail from 9th Avenue
to Greenfield Trail from November 1st until April 30th.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice.
Please take notice that the City of Oshkosh enacted ordinance #21-217 on April 27th, 2021
PROHIBITING PARKING ON CUMBERLAND TRAIL FROM 9TH AVENUE TO
GREENFIELD TRAIL FROM NOVEMBER 1ST UNTIL APRIL 30TH. The ordinance will
prohibit parking on a section of Cumberland Trail from 9th Avenue to Greenfield Trail from
November 1st to April 30th.

RE: Prohibit Parking on Cumberland Trail west side from 9th Avenue to Greenfield
Trail from November 1 to April 30th
BACKGROUND
There are many remodeled apartments on Cumberland Trail which has led to an increase in
on-street parking. Vehicles are parking on both sides of the road in an irregular manner. The
parked vehicles are making it extremely difficult for street maintena nce particularly snow
removal. This road is also a bus route, and the city buses as well as school buses are having a
difficult time navigating the road with so many parked vehicles. The road also has a number
of curves adding to the difficulty of street maintenance and travel. We have received quite a
few complaints from residents expressing difficulty accessing their driveways and mailboxes.
The residents also witness the plowing and bus conflicts.
The Oshkosh Housing Authority manages these apartments. I reached out to the housing
authority to solicit their feedback and input. I learned that residents cannot get a permit to
park in the lots unless they are a resident, have a valid driver’s license and proof of insurance.
This has led to tenants purchasing on-street parking permits from the city to park their
vehicles. The Housing Authority has asked that parking restrictions are put in place only
during the winter months since Cumberland Apartments serves as a summer kids’ meal site as
along with a site for other nonprofits that provide services for tenants and more street parking
is required during the summer months due to this additional activity .
ANALYSIS
The street is heavily parked making bus and plowing operations extremely difficult when
snow narrows the roadway. A seasonal parking restriction will rectify bus and plowing
operations during these months. The Traffic and Parking Advisory Committee recommends
approval (5-0).
Staff is reviewing the issue of the apartment tenants not using or being able to use the
available off street parking and may be bringing forward additional ordinance or policy
changes to address this situation at a future meeting. This issue will require additional
discussion between departments of the City and with the Housing Authority and can be taken
independently from the current proposed ordinance change.
FISCAL IMPACT
The only fiscal impact of this ordinance is the cost of signage which will be covered by the
sign division operating budget.
RECOMMENDATION
I recommend approval.
