HomeMy WebLinkAbout11. 21-207APRIL 27, 2021 21-207 RESOLUTION (CARRIED__7-0______LOST________LAID OVER________WITHDRAWN________) PURPOSE: AUTHORIZE SUBMITTAL OF DEPARTMENT OF NATURAL RESOURCES STEWARDSHIP GRANT FOR LAKESHORE PARK DEVELOPMENT INITIATED BY: PARKS DEPARTMENT WHEREAS, The City of Oshkosh is interested in developing lands and maintaining lands for public outdoor recreation purposes as described in the application; and WHEREAS, financial aid is required to carry out the project; and WHEREAS, if grants are awarded, the City of Oshkosh has set aside funds in the 2022 Capital Improvement Program as its match to complete the projects at the Lakeshore Park site. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to submit applications to the Wisconsin Department of Natural Resources for development at the Lakeshore Park site. BE IT FURTHER RESOLVED that the City will comply with state or federal rules for the programs to the general public during reasonable hours consistent with the type of facility, and will obtain approval in writing from the Wisconsin Department of Natural Resources before any change is made in the use of the project site (if applicable). BE IT FURTHER RESOLVED, that the City of Oshkosh has budgeted a sum sufficient to complete the project and hereby authorizes Parks Director Raymond Maurer, to act on behalf of the City to: 1) Submit an application to the State of Wisconsin Department of Natural Resources for any financial aid that may be available for development of the Lakeshore Park site. APRIL 27, 2021 21-207 RESOLUTION CONT’D 2) Submit reimbursement claims along with necessary supporting documentation within 6 months of project completion date. 3) Submit signed documents. 4) Take necessary action to undertake, direct and complete the approved project. BE IT FURTHER RESOLVED, that if awarded, the City hereby accepts said funds from the Department of Natural Resources and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same, and to carry out all actions necessary to implement the City’s obligations under the terms of the grant agreement. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Ray Maurer, Parks Director DATE: April 20, 2021 RE: Authorize Submittal of Department of Natural Resources Stewardship Grant for Lakeshore Park Development BACKGROUND Parks Department staff is continuing to identify potential funding sources for the development of Lakeshore Park. The next phase of development depends on availability of funds. The 2021- 2025 CIP includes $500,000 in 2021 and 2022 for future development and potential matching funds for grants. The Parks Department intends to apply for a DNR Stewardship grant to help offset costs for the next phase of development including trails and parking areas. A resolution of support from the City is required as part of the grant application. ANALYSIS The City approved the park master plan in 2019. The City has been working with SmithGroup to complete engineering and design of the four season building. Trails are included in the plan connecting the four seasons building area to other park areas as well as a looped trail system throughout the park. FISCAL IMPACT The City’s 50% matching funds would come from Parks Improvement CIP funds. RECOMMENDATION Staff recommends the Common Council approve submitting the grant application.
