HomeMy WebLinkAbout04. 21-200APRIL 27, 2021 21-200 RESOLUTION (CARRIED__7-0______LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE 2021 OPERATING BUDGET AMENDMENT TO CREATE ACCOUNT FOR WISCONSIN DEPARTMENT OF ADMINISTRATION CDBG-CV2 CARES ACT FUNDS ($210,269.89) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council has adopted the 2021 Operating Budget, which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, the Common Council previously approved accepting $210,269.89 in CDBG-CV2 CARES Act Round 2 funds from the Wisconsin Department of Administration (DOA) for public service programs and activities to prevent, prepare for, or respond to the COVID-19 pandemic. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2021 Operating Budget, on file in the City Clerk's Office, is hereby amended to create Account No. 0249-0740 for DOA Community Development Block Grant Round 2 CARES Act funds in the amount of $210,269.89. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: April 22, 2021 RE: Approve 2021 Operating Budget Amendment to Create Account for Wisconsin Department of Administration CDBG-CV2 CARES Act funds ($210,269.89) BACKGROUND Earlier this month Council approved accepting and awarding Community Development Block Grant (CDBG) CARES Act Round 2 funds from the Wisconsin Department of Administration (DOA) in the amount of $210,269.89. These funds will assist local public service agencies with preventing, preparing for, or responding to the pandemic. This funding was not included in the 2021 operating budget. In order to release these funds to the various agencies awarded, the 2021 operating budget must be amended to include the DOA CDBG CARES Act Round 2 funds. ANALYSIS The DOA CDBG CARES Act Round 2 funds will be provided as outright grants to the public service sub recipients approved by Council. All sub recipients will need to submit documentation in compliance with federal regulations and assurances that the proposed activity was to prepare for, prevent, or respond to coronavirus. FISCAL IMPACT There is no fiscal impact to the City. Funds are reimbursed to the City upon being drawn down from the Department of Administration. RECOMMENDATION The Council approves the 2021 operating budget amendment to include the DOA CDBG CARES Act Round 2 funds ($210,269.89) in the Community Development Special Fund Account 0249-0740.
