HomeMy WebLinkAbout03. 21-199APRIL 27, 2021 21-199 RESOLUTION (CARRIED__7-0____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE 2021 OPERATING BUDGET AMENDMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT ROUND 1 AND ROUND 3 CARES ACT FUNDS ($787,421.00) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council has adopted the 2021 Operating Budget, which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, the Common Council approved an amendment to the Community Development Block Grant 2020 Annual Action Plan to include programs and activities funded with Round 1 CDBG-CV funds in the amount of $494,757 on January 26, 2021; and WHEREAS, the Common Council approved an amendment to the Community Development Block Grant 2020 Annual Action Plan to include programs and activities funded with Round 3 CDBG-CV funds in the amount of $292,664 on April 13, 2021. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2021 Operating Budget, on file in the City Clerk's Office, is hereby amended to include $787,421 in the Community Development Block Grant Account 0303- 0740. Box 1130 Oshkosh, WI 54903-1130 920.236.5000 http://www.ci.oshkosh.wi.us TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: April 22, 2021 RE: Approve 2021 Operating Budget Amendment for Community Development Block Grant Round 1 and Round 3 CARES Act Funds ($787,421.00) BACKGROUND Council approved accepting and awarding community development block grant (CDBG) CARES Act Round 1 and Round 3 funds from the US Department of Housing and Urban Development (HUD). Round 1 funds in the amount of $494,757 were approved in January 2021 and Round 3 funds in the amount of $292,664 were approved in April 2021. This funding has not been included in the 2021 operating budget. In order to release these funds to the various agencies awarded, the 2021 operating budget must be amended to include both rounds of funds. ANALYSIS The CDBG CARES Act Round 1 and Round 3 funds will be provided as outright grants to the public service sub recipients and as short term forgivable loans for emergency micro loans to small businesses. All sub recipients and awardees will need to submit documentation in compliance with federal regulations and assurances that the proposed activity was to prepare for, prevent, or respond to the coronavirus. FISCAL IMPACT There is no fiscal impact to the City. Funds are reimbursed to the City upon being drawn down from the federal government. RECOMMENDATION The Council approves the 2021 operating budget amendment to include the CDBG CARES Act Round 1 and Round 3 funds ($787,421.00) in the Community Development Block Grant Account 0303-0740.
