HomeMy WebLinkAbout36. 21-196APRIL 13, 2021 21-196 RESOLUTION IMPROVEMENT PROGRAMS FUNDING FOR JACKSON STREET MULTIMODAL TRAFFIC SAFETY PLAN IMPLEMENTATION ($90,000.00) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in 2021 Capital Improvement Programs (CIP) for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS, staff is recommending the following activities and/or improvements be undertaken with 2021 CIP funds of the Great Neighborhoods Program which includes: Jackson Street Multimodal Traffic Safety Plan Implementation $90,000 $90,000 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that funded activities/improvements of the Great Neighborhoods Program, as noted above are hereby approved in the amount of $90,000.00. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. Money for this purpose is hereby appropriated from: Acct No. 323-0740-7216-63016 – Great Neighborhoods (CARRIED__7-0_____LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: APPROVE GREAT NEIGHBORHOODS CAPITAL TO: Honorable Mayor and Members of the Common Council FROM: Alexa Naudziunas, Associate Planner - Planning Services DATE: April 8, 2021 RE: Approve Great Neighborhoods Capital Improvement Programs Funding for Jackson Street Multimodal Traffic Safety Plan Implementation ($90,000.00) BACKGROUND The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. Staff is following Common Council guidance in order to implement the Jackson Corridor Safety Study. Staff anticipates more project proposals to be submitted before the program due date at the end of May. In 2020, the Common Council approved the first round of Great Neighborhoods Capital Improvement Program Funding in the amount of $25,000.00 (Res 20-463). A description of last year’s projects and the current status is listed below for your review. Previous Projects Status 1. Hikers Park Improvements (Sawyer-Paine Neighborhood) In-Progress 2. Bus Shelter (River East Neighborhood) In-Progress For the 2021 funding cycle, the Common Council approved $175,000 within the City’s Capital Improvement Program for the Great Neighborhoods Program. ANALYSIS In 2019, Common Council approved funding to contract with Ayres Associates and RDG Planning & Design to conduct the Jackson Street Multimodal Traffic Safety & Quality of Life Study. The study was completed and adopted by Common Council at the end of 2020. Projects Recommended: 1. Jackson Safety Design Implementation $90,000.00 At the December 8, 2020 meeting, Common Council approved the implementation plan for the Jackson Street Multimodal Traffic Safety & Quality of Life Study. Common Council provided staff with guidance to move forward with implementation for 2021. The proje ct area is from Church Avenue to Murdock Avenue and includes installing speed boards and restriping to promote pedestrian safety and reduce speeding. FISCAL IMPACT Total Great Neighborhoods Funding Available $265,000.00 Total 2021 Great Neighborhoods Funding Requested ____ $90,000.00 Total Remaining 2021 CIP Dollars $175,000.00 RECOMMENDATION Staff is recommending approval of Great Neighborhoods Capital Improvement Program funding in the amount of $90,000 in the Great Neighborhoods Account (0323-0740-7216-63016).
