PARK TENNIS COURT RECONSTRUCTION FOR THE PARKS
DEPARTMENT ($248,475.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for the South
Park tennis and pickle ball court reconstruction project for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following
is the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreements for the purpose of same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Northeast Asphalt, Inc. for South Park Tennis Court Reconstruction for
the Parks Department ($248,475.00)
BACKGROUND
The 2021 Parks Improvement CIP allocated $325,000.00 for the South Park Tennis Court Reconstruction
project. Earlier this year consultant Fred Kolkmann Tennis and Sport Surfaces was engaged to prepare
design and specifications for this project. The scope of the project includes complete reconstruction of
the court surface, new fence, new net posts and nets, bounding board and surface color coating. With
the popularity of pickle ball and requests for additional courts, this project will reduce the number of
tennis courts from three to two and add four pickle ball courts.
ANALYSIS
Working with the Parks Department and Purchasing staff, Fred Kolkmann prepared bid specifications
for this project. The bid was advertised in the local newspaper and posted on DemandStar. Bids were
due March 30, 2021. The bid tab is attached. Based on the bid review, it was the consensus of Fred
Kolkman and City staff that the low bid met the minimum bid requirements.
FISCAL IMPACT
The fiscal impact of this bid is $248,475.00. This bid, added to Fred Kolkmann’s design fee of $17,000.00,
brings the total fiscal impact of this project to $265,475.00. The 2021 Parks Improvement CIP allocated
$325,000.00 for this project. This project will be charged to A/N#: 03250610 7216 62020 (Land
Improvements- South Park Tennis Court Reconstruction).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Northeast Asphalt Inc. for $248,475.00.
