Discuss draft schematic design of Lakeshore Park – 4 seasons building SmithGroup and staff will provide the Board with an update on the design status for the 4 seasons building. Included in your packet is the current site plan and building layout. NEW BUSINESS 1. Discussion on Chapter 30, Article XIII of the Municipal Code pertaining to parkland dedication and fees in lieu of parkland dedication Staff will discuss with the Board these sections of the Municipal Code, copies of which have been included in your packet (see section J on page 6). Also included in your packet are copies of maps from the City of Oshkosh Comprehensive Outdoor Recreation Plan (CORP). The first map is the Park Service Area Map. This map shows the location of all city parks and their associated park service area, i.e. what residences or properties it serves. The CORP utilizes National Park and Recreation Association (NRPA) standards showing park service radii areas based on park classification such as Neighborhood Park and Community Park. Essentially, these service radii indicate the area that is served by the park which for Neighborhood Parks is ¼ to ½ mile and for Community Parks is ½ to 3 mile distance. Using that map, areas of the city not served by existing city parks are then identified. That information is then used to generate the Proposed Park Acquisition Map which is the other map included in your packet. This map guides the city in recommending where parks should be considered when land becomes available or when residential subdivisions are developed. Those fees are deposited into a segregated fund, per State Statute, to be used for future park and recreation area purposes. This information is being provided to the Board and will be further discussed by staff as the city expects subdivision proposals to be submitted or have recently been submitted. In addition, a joint meeting of the Advisory Parks Board, Plan Commission and Common Council is being considered sometime in May to have further discussions pertaining to future subdivisions.
